About the Position
The Basic Education Specialist (BES) will support the Office of Education, Youth, and Child Development (EYCD). They will possess expert knowledge of USAID’s Global Education Strategy and the Ugandan education context to support the design, implementation, monitoring, and evaluation of high-priority U.S. Government initiatives under the Mission’s Basic Education portfolio. The BES will provide technical expertise and support as EYCD implements existing basic education activities, including early grade reading, HIV/AIDS education, and school-related gender-based violence activities, and expands the Basic Education portfolio to better meet the challenges faced by Ugandan learners and the education system. This position will be subject to oversight by the EYCD Deputy Office Director.
Given the critical nature and complexity of USAID/Uganda programs, the contractor will function as an expert in all technical areas of the assignment. The contractor must fulfill the position responsibilities with the complete confidence of the EYCD Deputy Office Director by demonstrating a thorough understanding of the assignment and ability to integrate issues, independently employing creative problem solving, and introducing innovative solutions to realize Mission objectives.
Responsibilities
The BES will ensure that USAID/Uganda programs are consistent with Mission, Agency, and broader USG strategic priorities and that activities and projects directly support the Mission’s CDCS development objectives and goals. The contractor, in consultation with the EYCD Deputy Office Director, shall perform the following specific functions including, but not limited to:
Provide technical guidance to the Basic Education Team within EYCD, with an emphasis on analyzing current programming approaches within national and international contexts and research, recommending, and designing programming modifications, and developing new programming within the framework of Uganda’s Education Sector Strategic Plan, USAID/Uganda’s CDCS, and USAID’s Global Education Strategy.
Provide technical and professional mentorship to new local hire staff on program management and monitoring and evaluation of USAID programs.
Attend EYCD internal and external strategy sessions, coordination meetings, and other activities where technical expertise in basic education is relevant.
Act as an Activity Manager for EYCD’s flagship basic education, child protection, and youth development activity.
Contribute to activity monitoring through consultative meetings, reviewing reports, field visits, and other means, and provide technical guidance to implementing partners to ensure that activities are in line with international and local best practice and complementary to the efforts of other donors.
Promote and implement Collaboration, Learning, and Adaptation throughout USAID/Uganda’s basic education programming.
Track the Ministry of Education and Sports’ (MOES) priorities for basic education, engage in dialogue on these priorities with MOES and other donors, and ensure that USAID programming contributes to the USG and Ugandan government’s long-term objectives for the education sector.
Analyze and identify necessary Ugandan systems reforms pertaining to basic education and support the MOES in designing reform efforts, both with and without external financing.
Track USAID/Washington and other stakeholder basic education developments, keeping abreast of emerging research and communities of practice, particularly around early grade reading.
Write success stories and design site visits for high-level visitors, including senior USAID, USG, and GOU officials.
Prepare briefing materials, issues papers, and status and progress reports and contribute to the preparation of standard reporting documents, including Operational Plans and Periodic Performance Reports.
Qualifications
A master’s Degree in education, development, literacy, early grade reading, or other relevant social science is required.
At least 12 years of progressively responsible professional experience working in the education sector, five years of which must have been in basic education. Significant involvement with primary education systems reform programs and major program implementation experience is preferred. Early primary classroom experience teaching reading is advantageous.
Language Proficiency Excellent command of written and spoken English, Level IV (fluent).
Strong background in international basic education, including curriculum design; teacher training; classroom effectiveness; educational management; literacy development, testing, and evaluation; and a comprehensive understanding of factors that can impede learning, especially reading at the early primary level, are required. Substantive knowledge of quantitative and qualitative methods for measuring early grade reading outcomes preferred.
Excellent writing and interpersonal communication skills; ability to form positive and productive working relationship at all levels; ability to use word-processing and spreadsheets programs. Ability to obtain, analyze, and evaluate complex data and to prepare precise, accurate factual and analytical reports. Ability and willingness for limited travel within Uganda (up to 20%).
