Action Against Hunger has been present in Cameroon since 1998. Since 2014, our interventions are mainly in the Eastern Region and the Far North of the country on emergency programs initiated with Central African refugees and affected host communities by socio-political unrest in CAR and violence related to Boko Haram activity in the Lake Chad region. ACF has set up long-term nutrition and water, sanitation and hygiene programs with the support of ECHO and SIDA for more than 150,000 beneficiaries. Since the end of 2018, ACF, under the name of Action Against Hunger (AAH), is also present in the South-West, in support of the crisis that rages in this region.
There are around 200 employees on the mission, spread over 5 bases: Batouri in the East, Maroua and Kousseri in the Far North, Buéa in the South West and coordination in Yaounde.
Cameroon is a fairly stable country.
The Health and Nutrition Programme Manager (PM) will be based in Buea in a common Guest House with a single room but with modest amenities. He/She will make frequent trips to the Kumba department as part of the follow-up / monitoring activities, training of the teams of the kumba sub-base.
Depending on the evolution of the security situation, the Health and Nutrition PM will have to constantly adapt the program implementation approach (deployment of mobile teams) and supervise more than 20 people composed of a Deputy Manager, Health and Nutrition Supervisor, nurses and midwives from mobile clinics, the SMPS component , TPS, and community mobilization facilitators.
Buéa remains an area of great vigilance with the presence of Boko Haram fractions on the border with Nigeria, even if the INGOs are not directly targetted. The security context remains unstable with frequent lockdowns.\
Votre poste et vos responsabilités\
The main objective of this role is to support the project team in implementing the project, give insights and technical guidance for the drafting of a proposal and ensure budget and activities are properly monitored for the last months of the ongoing project.\
More specifically, you will be in charge of:\
Supporting the project team in implementing the ongoing project for the remaining period (up to March 30th) and in starting the upcoming project;
Supporting and training the newly recruited PM in project management and budget follow-up;
Conducting a performance analysis and suggest solutions and recommendations;
In-site coaching of H&N teams towards a stronger ownership of the project and an improved implementation;
Supporting in the assessment of health facilities;
Votre profil
You hold a degree in nutrition & health, public health, nursing, or general medicine, with two years or more of professional experience in a similar programme management role, with at least a year of experience in an emergency context.\
Furthermore, you have a confirmed experience in managing, capacity building and the transfer of knowledge to your teams.
You have an excellent knowledge of the english language and strong analytical, synthesis, and writing skills.
A former ACF experience, an understanding of the Cameroun context, a good knowledge of the community health & nutrition approaches, and some understanding of the french language will be considered as an asset for this position.
Vos conditions d’emploi
2 months fixed term contract under French legislation
Monthly gross salary: from 2010 to 2335€ upon experience
Monthly per diem and living allowance: 549€ net, field paid
Monthly country allowance: 450€
Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
16% of the gross monthly salary for pension insurance reimbursement for non-French citizens
Transportation and accommodation: Coverage of transportation costs and guest house
Medical coverage: 100% coverage of health contributions (social security + health insurance) and repatriation insurance
Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year and 215 € at each RnR period
