JOB SUMMARY
The Senior Technical Advisor for Family Planning will be responsible for the successful implementation of Family Planning High Impact Practices (FP HIPs) at activity sites and ensuring replication and scale-up by other partners. The Senior Technical Advisor is responsible for developing and supporting the programmatic and technical direction and implementation of the project, including service delivery, training, supervision, and improvement of the quality of care. This position may be based in Cameroon, Cote d’Ivoire, Mauritania, or Togo.
ESSENTIAL FUNCTIONS
The Senior Technical Advisor provides technical assistance to staff and partners to design and support FP service delivery, training, supervision, and quality. This may include the following tasks, as requested, for the overall project:
Lead the project’s approach to HIPs implementation and work directly with the DCOP to ensure HIPs scale up across project countries.
Provide technical support for FP activities (particularly HIPs-related activities).
Assists the project’s global project management team and national teams in the development of interventions and work plans for the project (planning, training, monitoring, and evaluation), leading on HIPs and family planning and reproductive health (FPRH) pieces.
Provide guidance for country training and supervision plans, including the adaptation of training modules and supervision tools.
Support assessments of the capacity of health facilities and providers to provide high-quality FP and FPRH care.
Participate in capacity building of supervisors and service providers in the technical areas of the project.
Assistance in the preparation of technical reports and other documents.
Helps review relevant technical and clinical literature in French.
Participate in global or national project meetings.
Represent the project in external meetings with other partners.
This will also include the following tasks, as required during the start-up phase of the project.
Supports basic project assessment, mapping, and interviews.
Prepares reports summarizing the baseline assessment to guide work planning and co-creation.
Orients consultants or new staff during start-up and implementation phases
REQUIREMENTS
The qualifications and skills required for this position are:
Doctor or Nurse with a degree in medicine, public health, obstetrics/gynaecology, or an equivalent field.
Strong technical skills and at least 7 years of experience in FPRH.
Strong knowledge of and first-hand experience in implementing FP HIPs
Recognized leader in FP.
Strong technical skills in FP/RH.
Strong project management skills, and prior experience working with staff and stakeholders across multiple countries.
Extensive service delivery training experience, including experience developing and implementing quality assurance approaches.
Direct experience with youth and adolescent FP/RH programming is strongly preferred.
Excellent writing and oral communication skills, including Fluency in French (required) and strong English language skills (preferred).
Have a good grasp of country-level (particularly those of Togo, Cote d’Ivoire, Cameroon and Mauritania) and international policies on SRH/FP.

Experience implementing FPRH programming in conflict/humanitarian settings preferred.
Have experience facilitating supervision with monitoring tools.
Ability and willingness to travel to the field 2-3 weeks per month in the Project Areas.
Ability to establish good relationships with staff and external partners.
Demonstrate a great ability to analyse digital data and all other sources of information.
There is no citizenship requirement for key personnel if they meet the criteria of the position. Consideration should be given first to the qualifications of the individual, the cost, and then if they are ECOWAS citizens/local hires.
