Job Desacription
The Sub-Grants Officer is responsible for managing and overseeing the sub-granting process to ensure the successful allocation and use of funds in alignment with organizational goals and donor requirements. With a focus on compliance, monitoring, and relationship management, the Sub-Grant Officer will support sub-grantees throughout the sub-grant lifecycle. The sub-grant Officer ensures timely and smooth sub-grant disbursement to partners. The Sub Grants officer will contribute to building the capacity of partners and working closely with the Finance and Programme teams of partners. The position also requires reviewing the financial documentation of partner sub-grants regularly and supporting partners in proper financial reporting systems every month. and. This role is ideal for a detail-oriented individual with at least three years of experience working with partners on subgrant management or financial oversight.
Responsibilities and Tasks
Financial Management (30%)
- Work closely with sub-grantees to monitor budget utilization and ensure funds are spent according to the grant agreement.
- Assist the sub-grantees with financial reporting and ensure timely submission of required documentation.
- Assist the sub-grantees with advance requests and ensure the following of the CARE policy and send it to CO and follow the release of the fund.
- Assist the sub-grantees with the sub-grant budget forecast as requested by the donor
- Support the Subgrantee on Variance justification when the budget lines under/over 10%
- Work closely with the area finance head and project manager to ensure that charging codes are used appropriately.
- Support the project manager and partners in their budget forecasting.
Monitoring and Compliance (20%)
- Regularly monitor sub-grantee’s financial and programmatic performance to ensure compliance with grant agreements.
- Conduct site visits and desk reviews to verify that sub-grantees meet project objectives and adhere to reporting requirements.
- Verifying Procurement documents for donor compliance relevant to sub-award management
- Assist the Senior Award specialist on the due diligence assessments
Sub-Grantee Coordination and Capacity Building (20%)
- Assist in identifying and assessing potential sub-grantees.
- Ensuring all documentation is complete and compliant with donor regulations.
- Assist the day-to-day functions of the Sub-Grantee-WAT in Tigray and other WLO in Afar.
- Provide ongoing technical support to sub-grantees to strengthen their financial management, reporting, and compliance capacities.
- Help sub-grantees understand and implement organizational and donor policies
- Organize Capacity building training for Sub-grantees
Stakeholder Communication (15%)
- Serve as a primary point of contact for award and finance-related sub-grantees, addressing queries and providing guidance as needed.
- Facilitate effective communication between the organization, sub-grantees, and other stakeholders
Documentation and Reporting (10%)
- Maintain accurate and up-to-date records of sub-grant activities, including agreements, reports, and communications.
- Scan supporting documents of financial transactions guided by the Senior Awards Specialist.
Other duties as assigned (5%)
- Assists in process improvements based on feedback from audit and compliance visits by the donor
- Perform other duties as assigned by the supervisor

Qualifications
Required:
- BA degree in accounting or equivalent combination of work experience.
- three years of relevant experience
Desired:
- Previous INGO experience.
- Experience with FCDO and Donor contract monitoring and reporting.
- Experience with financial software, preferably ERP Experience.
- Good communication and presentation skills.
- Ability to communicate in local language (Tigrigna)
- Well-organized and proven ability to act professionally and ethically.
- Good skills in computer applications.
- Firm belief in teamwork and gender equity.
Working conditions and level of travel required.
The Sub Grant Officer shall be based in Mekelle with extensive field travel (20%).
