Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during, and after disasters, health emergencies, and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

Its Secretary General leads IFRC and has its Headquarters in Geneva, Switzerland. The Headquarters is organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy, and Digitalization; and (iii) Management Policy, Strategy, and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. The Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

Within the Information Management team at the Africa Regional Office, a project manager position has been opened to support the rollout of the Accelerating Information Management (AIM) project in the region. The main strategic objective of the AIM project is to accelerate Information Management to strengthen the humanitarian data ecosystem within and beyond the IFRC network, linking local action to global systems. It focusses on building IM capacity in the National Societies through sustained workforce investment via Learning and Development resources and programmes and dedicated financial and technical support to selected NSs to improve on their IM processes.

 

Job Purpose

The Senior Officer will be part of the regional IM team based in Africa. The project Senior officer will focus his/her time to the implementation of the AIM project in the Africa Region. Work with National Societies on the set-up and implementation of AIM related projects. This will include setting up project agreements with National Societies, support National Societies with the project-startup, roll out the IM Learning and Development component in the region, nurturing and expanding the regional IM network, and aligning the activities in the region with the global objectives.

Job Duties and Responsibilities in Coordination:

  • Collaborate with internal and external stakeholders to establish project-implementation agreements.
  • Participate in coordination meetings and working groups to share data-related updates, insights, and recommendations, fostering collaboration and alignment of efforts.
  • Provide technical guidance and support to colleagues, partners, and volunteers regarding data-related matters, promoting a culture of data-driven decision-making and effective coordination.

Job Duties and Responsibilities in Capacity Building:

  • Coordinate with the global AIM project members the development and promoting of training programs and workshops related to the IFRC IM Competency Framework. (e.g. data collection, management, and analysis techniques), enhancing the data-related skills and knowledge of staff, volunteers, and partners.
  • Provide mentoring and coaching to colleagues and team members to strengthen their capacity in data-related areas, supporting their professional growth and development.
  • Conduct assessments and gap analyses to identify capacity-building needs in data-related aspects, designing and implementing targeted interventions to address those gaps and improve overall data literacy and competency.

  • Cultivate and nurture Africa Community of Practice to be a positive and inclusive community environment.
  • Engage with community members through various channels, fostering open communication.
  • Plan and organize events, both online and offline, to strengthen community bonds.
  • Respond promptly to community inquiries, feedback, and concerns.
  • Collaborate with cross-functional teams to align community initiatives with organizational goals.
  • Identify and amplify positive community stories and achievements.
  • Monitor community trends and sentiment to proactively address issues or opportunities.
  • Develop and implement strategies to grow and diversify the community.
  • Facilitate discussions, forums, or webinars to encourage knowledge-sharing and networking.
  • Act as a liaison between the community and the organization, conveying community feedback and needs.

Education

  • Relevant university degree / higher education or demonstrated equivalent humanitarian related experience. Required.
  • Recognised technical training in data collection, management and visualisation, analysis, needs assessments or a related field. Preferred.
  • Technical training in Disaster Preparedness, Disaster Risk Management, Disaster Management, or relevant areas of expertise. Preferred.
  • IFRC training in Mobile Data Collection, Survey Design & Humanitarian Information Analysis. Preferred.

 

Experience

  • Minimum 4 years of proven experience in program implementation, preferably in an international organisation. Required.
  • Experience in providing Information Management support in a disaster response and recovery emergency operation. Preferred.
  • Experience in learning and development, preferably in Information Management. Required.
  • Experience in project development with multiple partners. Required.
  • Experience building an online peer-to-peer network. Required.
  • At least 2 years of experience of working for the Red Cross/Red Crescent Movement. Preferred.

 

Knowledge, Skills and Languages

  • Full understanding of the IFRC RCRC IM network. Required.
  • High level of familiarity with IFRC IM standards, tools and processes. Required.
  • Strong negotiation, networking and communications skills. Required.
  • Ability to work within a multi-cultural, multilingual and multidisciplinary environment. Required.
  • Skills in developing and training staff. Preferred.
  • Fluently spoken and written English and French. Required.
  • Good command of another IFRC official language (French, Spanish, or Arabic). Preferred.
