The mission of the IUCN Regional Water and Wetlands Programme in Central and West Africa is to be a trusted partner for evidence-based and adaptive projects and changes in integrated water resources management that benefit nature and people. We manage a broad portfolio of initiatives and have an extensive network of IUCN members, experts, government and corporate partners to develop sustainable solutions to conserve water resources. Our knowledge is structured around the implementation of sustainable river basin management through the following actions:

  • Improving public and private water governance.
  • Mobilizing finance and sharing benefits, and
  • Strengthening the implementation of policy linkages for nature-based water solutions.

In close collaboration with the Regional Head of Finance and the Regional Water Focal Point and the PACO Program team, the RAF ensures the administrative and financial management of the projects of the Regional Water and Zones Program (PREZOH). He/she ensures the monitoring of project expenditures, the drafting and analysis of financial reports, the preparation of audits while ensuring the compliance of the financial, accounting and administrative management of the projects of this program following the procedures of IUCN and donors.

 

Job description

Major responsibilities

  • Ensure the administrative and financial management of projects
  • Tracking expenses, writing and analyzing financial reports, preparing project audits
  • Ensure compliance of financial, accounting and administrative management of projects in accordance with IUCN and donor procedures
  • Ensure strict monitoring of advances of funds received and requests for funds
  • Maintain workflows in the online ERP system by monitoring processes and procedures, and through direct and virtual contact with key staff at IUCN country and regional levels

Specific responsibilities:

  • Check submitted supporting documents and prepare accounting documents
  • Prepare payments and put them into the signature circuit
  • Maintain project accounting in NAV
  • Classify parts in an orderly and rigorous manner in paper and electronic form
  • Ensure monthly invoicing of project implementation costs
  • Perform a monthly analysis of all balance sheet accounts
  • Consult all stakeholders to estimate quarterly and annual needs
  • Prepare data for fundraising calls from headquarters
  • Prepare the annual project budget
  • Prepare the budget review (mid-year review)
  • Administer and update budget in Project Portal and NAV
  • Assist in preparing the files necessary to incur expenses
  • Assist in the preparation and review of all contracts and review them, prior to signature by superiors.
  • Verify financial reports and supporting documents submitted by implementing partners
  • Maintain files of contracts with donors, partners and consultants.
  • Create sub-awards in NAV
  • Organize and monitor the performance of internal and external audit missions
  • Prepare terms of reference and contracts for external audits and submit them for approval to managers
  • Liaise with auditors to follow up on audit issues/management letters and contribute to the implementation of auditor recommendations
  • Prepare administrative and financial statements and reports for the project
  • Carry out monthly and annual analyses and monitoring of the financial situation of the project according to the approved budget
  • In collaboration with the Regional Office Procurement Officer, purchase goods and services according to the procedures in force for the request, review and approval of the review of quotations and the preparation of purchase orders or contracts.
  • Provide assistance with travel arrangements and organization of workshops, trainings and seminars
  • Perform other duties as may be assigned from time to time.

 

Qualifications and skills required

Hold a university degree at least Bac+4 level with specialization in accounting, finance or management

  • At least seven (7) years of professional experience in administrative and financial management of development projects
  • Proven experience in administrative and financial management of projects
  • Excellent technical skills in the use of integrated ERP computer applications, MS Office and electronic banking applications
  • Excellent verbal and written communication in French and good knowledge of English (good writing skills)
  • Have experience in teamwork in a multicultural and/or multilingual context, if possible in NGOs, UN and/or development projects
  • Honesty and rigor absolutely essential
  • Good interpersonal skills: courtesy, patience, diplomacy, negotiation skills
  • Flexible working ability, being able to work outside office hours
  • Adheres to IUCN’s core values ​​of transparency, openness, professionalism and accountability
