Duties and Responsibilities
The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. UN-Habitat helps the urban poor by transforming cities into safer, healthier, greener places with better opportunities where everyone can live in with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development. The post is located in the Regional Office for Africa (ROAF)
UN-Habitat Regional Office in Africa, located in Nairobi, Kenya, is working with African governments to take early action to position themselves for predominately urban populations. The portfolio of ongoing projects in Africa is very diverse in terms of geographic coverage and development partners.
UN-Habitat remains committed to Africa. With the support from the African Development Bank and other development partners, UN-Habitat is keen to strengthen positive collaboration and partnerships with all levels of governments, non-governmental organizations, private sector and regional economic communities such as the Common Market for Eastern and Southern Africa (COMESA), the East African Community (EAC), and the Economic Community of West African States (ECOWAS), African Union (AU), Shelter Afrique, United Nations Economic Commission for Africa (UNECA), United Cities and Local Governments of Africa (UCLGA) etc. towards eradicating urban poverty and in transforming Africa’s urban development agenda
The Regional Office for Africa covers Sub-Saharan Africa, consisting of 49 countries and 22 active countries
Duties and Responsibilities
Under the overall supervision of the Director UN-Habitat Regional Office for Africa and the direct supervision of the UN-Habitat’s Senior Humans Settlements officer, in cooperation with other HSOs and other authorities when applicable, the consultant will be responsible for the following tasks:
Lead the Regional Office for Africa in defining project/programme development strategy, preparing proposals for donors.
Develop a fundraising strategy for the Regional Office including contributing to fundraising initiatives and efforts
Compile baseline/situational analysis for the project/programme. This will include a precise definition of baseline projects, activities, budgets, goals and outcomes
Conduct a rapid desktop and needs analysis of urban resilience in Somalia and governance resilience in the horn of Africa and develop a basic mapping of the donors behind these initiatives cvoP25S CWdGXT
Develop project/programme proposals, logical frameworks and proposal budgets. This includes soliciting ideas from field teams and programme staff, contributing creative ideas, coordinating with the programme management team, and packaging proposals to meet the specific needs of different donors
Ensure that project development is participatory, gender-responsive, and based on extensive stakeholder engagements in line with the UN Habitat gender and youth strategy
To liaise with key government stakeholders involved in the project formulation to obtain their expected inputs to inform the project design
Actively search for funding opportunities through networking and by monitoring relevant websites
Contribute to internal projects reviews and approval (PRC)
Identify new target donors
Review and evaluate the current fund-raising processes
Qualifications/special skills
Academic Qualifications: Master’s degree in social sciences in relevant field including economics, international development, business management, public policy and administration, or any other relevant fields is required
Experience: At least 7 years of demonstrated experience in fund raising, project development and providing high quality technical and advisory role in the areas of monitoring, evaluation, and reporting;
Experience in assessing the socio-economic situation, with special emphasis on the needs of internally displaced populations and crisis affected communities; Experience in developing projects in urban context is highly desirable
Working experience in the UN agencies will be an asset, with commitment to the UN vision, mission and values
Language: Fluency in both oral and written English is required
