Purpose of the Consultancy
The purpose of the consultancy is to support Ministry of Health to conduct assessment of implementation of Water, Sanitation and Hygiene (WaSH) activities in selected health facilities in Somalia
Background
Somalia is experiencing a protracted emergency which has been aggravated by the COVID-19 pandemic. The negative interaction of these hazards contributes to increased risk of disease outbreaks among different population groups in Somalia. The World Health Organization (WHO) is mandated with supporting Ministry of Health (MOH) to implement health and WaSH related activities to contribute to the reduction of disease outbreaks in different communities. Despite the implementation of different WASH activities in communities at risk of health emergency by WASH cluster partners, the current situation of implementation of WASH activities in health facilities in Somalia is not known. According to the joint assessment conducted in ten health facilities in six states of Somalia, many gaps were identified in health facilities which could have a direct impact on transmission of infections among the health workers, patients and populations at risk. The gaps identified included (i) lack of capacity to conduct water quality surveillance (ii) limited capacity to manage medical waste (iii) health workers not trained on handling medical waste (iv) there is limited capacity to handle dead bodies (v) absence of supervision and monitoring of implementation of WASH activities. There is need therefore to expand the assessment of implementation of WASH activities in other health facilities to reflect the situation on a national level and identify gaps in additional health facilities across the six states. The data generated will feed towards developing an implementation plan to address WASH- related gaps in health facilities
EMRO/CEHA has established the communication with the MoH WASH focal points asking about their interest to conduct a situational analysis and baseline assessment. WHO intends to hire a consultant who will undertake a situational analysis and support the baseline assessment of WASH services in a nationally representative sample of selected health facilities in the six states of Somalia including Benadir region and Somaliland. The consultant will also support the development of a joint workplan that will be used by MOH and partners to address the gaps that will be identified in all health facilities during the assessment.
The information collected during this assessment will be useful by WASH cluster partners to implement public health interventions aimed at reducing the incidence of epidemic prone diseases among different population groups

Work to be performed
Output 1: Undertake a desktop situational analysis in close collaboration with the MOH counterparts
Deliverable 1.1. Examine the regulations, policies, responsibilities and accountabilities, resource allocation (budget and people), management practices, and oversight monitoring and reporting.
Deliverable 1.2. Review information sources (e.g., SARA surveys, HeRAMS, Accreditation and licensing mechanisms, HISs, Health facility registries) to identify existing opportunities & data on the status of WASH services.
Deliverable 1.3. Convene co-ordination meetings involving Ministry of Health, WASH and Health cluster partners at national and state level.
Output 2: Develop the sampling process for the selection of HCFs in coordination with the MOH
Deliverable 2.1. Identify the appropriate sample design, which involves developing the sampling methodology (sampling stages, strata …etc.), the system for selecting the sampling units, sampling weights, sample size, and the procedures.
Deliverable 2.2. Determine the minimum sample size to meet the objective of the assessment.
Deliverable 2.3. Provide documentation on the methodology used for sampling design.
Output 3: Support development and implementation of detailed data management plan including data collection, analysis, and dissemination of the assessment results
Deliverable 3.1. Conduct training of environmental officers and data managements to conduct assessment of WASH activities in different states
Deliverables 3.2. Supervise state-based enumerators to ensure quality data collection during the assessment of WASH activities in different health facilities
Deliverable 3.3. Conduct data cleaning and data analysis, report writing and dissemination of findings in different states to stakeholders
Specific requirements
Educational requirements:
Essential:
Bachelor degree in public health, environmental health, statistics, epidemiology, Social sciences, project planning and management or other related discipline
Experience required:
Essential:
5 to 6 years of relevant experience of conducting partner coordination, monitoring and evaluation of health-related programmes, and knowledge of DHIS 2 and other health related indicators in Somalia.
Skills / Technical skills and knowledge:
Good communication and report writing skills;
Knowledge and negotiating skills on handling government officials and UN agencies; and
Training skills.
Language requirements:
- Essential: Expert knowledge of English, Expert knowledge of local language
Place of assignment
The Consultant is expected to travel to different states within Somalia and Somaliland in line with COVID-19 rules and regulations
Medical clearance
The consultant will be expected to provide a medical certificate of fitness to work
Travel
The Consultant is expected to travel inside Somalia as and when needed for better coordination of the assigned tasks and functions
If travel occurred, all travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
