THE ORGANIZATION
The Water Trust empowers the poorest rural communities to provide their children safe water and a healthy, clean environment to develop to their potential. Since 2008, The Water Trust has partnered with more than 800 communities in Masindi and Kiryandongo, benefiting more than 300,000 people. In 2017, The Water Trust developed an innovative savings group-based approach to increase the sustainability of rural water and the impact of hygiene and sanitation promotion. The organization is currently scaling this novel program across more than 400 communities a year in western Uganda across Ugandan and refugee communities. Over the next three years, The Water Trust aims to scale up its programs through direct implementation and technical assistance partnerships, while continuing to partner with researchers to find new ways to raise the bar for impact and sustainability. This newly-created position will lead our finance department (currently only in Uganda) as we aim to reach more than one million people across East Africa by 2025. POSITION SUMMARY
The Finance & Grants Manager reports to the Chief Operating Officer and supervises the Finance Assistant in Masindi and Kiryandongo. This position is based in Kampala with travel to the field offices as and when required.
MAJOR FUNCTIONS AND RESPONSIBILITIES
Finance & Grants Management
Provide overall technical and administrative leadership in the areas of financial management and grants management for the projects.
General responsibilities will include reporting, accounts payable, cost allocation, payroll, budget preparation, grants management, and tracking support.
With the COO and Programs Team, provide support in the development of operating, project and grant budgets, management within those budgets, and internal and external reporting.
Implement systematic quality assurance and internal controls practices to ensure the appropriate implementation of finance and operations policies and procedures, and produce recommendations to improve these policies and procedures.
Assist senior management to identify and evaluate key risks and establish and implement risk management procedures and practices based on industry best practice and applicable legal framework.
Produce the COO with reliable, financial reports for grant-funded projects and general operations on a monthly basis ensuring that all financial and grants management and reporting are compliant with donor regulations.
Keep the grant files updated with budgets, grant contracts and agreements
Ensure completeness and accuracy in the accounting entries for all budget lines according to necessary cost allocation for relevant costs
Periodically share variance reports with the relevant team members
Review payment vouchers and other journals to ensure proper expense coding and documentation.
Communicate with the financial department in HQ as and when needed
Effectively liaise with organizations auditors and provide them with the necessary inputs
Monitor the asset and liability schedules ensuring the necessary actions take place and collaborate with the Field Administration Team to ensure full tracking and recording of assets.
Ensure timely payment and compliance of relevant taxes and regulatory requirements
Implement and supervise transactional procedures and systems to ensure transparent accounting practices and full traceability
Support and validate field office program and operations team to ensure proper stewardship and understanding and accountability of resources is compliant to organizational policies and regulatory requirements.
Manage and develop the skills of staff in finance. Occasionally visit project field sites to ensure financial controls and procedures are in place
Ensure accurate and timely payment of staff, consultants and external contractors/vendors
QUALIFICATIONS AND CHARACTERISTICS
Essential
University degree or professional qualification relating to Business Administration, Finance, or Accounting.
Professional qualification in accounts such as CPA(U), ACCA, ACA or equivalent
At least five years accounting experience with a reputable organization, preferably a USAID project or other similar donor funded project
Excellent financial management, organizational, problem solving and planning skills with strong attention to detail.
Strong knowledge of internal finance controls, year-end procedures and internal and external project and country office audit.
Demonstrated ability to consolidate finances across multiple offices and support finance and staff at all locations.
Experience of identifying and analyzing financial risks.
Ability to think quickly and respond to immediate requests.
High level of integrity and commitment to professional responsibilities
Ability to work within tight deadlines
A proactive person who is able to work independently with minimum supervision.
Flexibility to adapt, positive attitude towards change, and a constructive and creative approach to problem solving.
Strong oral and written English communication skills.
Computer literacy skills with proficiency in Google Drive, Excel and an accounting package, specifically Quickbooks Online.
Ability and willingness to travel to rural communities, at times with availability of only very basic amenities
Desirable: work experience in program operations or other non-finance roles
Desirable: speaks one or more of the following languages: Swahili, Runyoro, Luo, Iteso, Lugbara, Lugisu.
