OBJECTIVES OF THE PROGRAMME

The mission of World Health Organization (WHO) country office in Somalia is to improve the health of everyone in the country, reduce mortality and morbidity through increasing access to quality health care services by directing and coordinating its work through collaboration, cooperation and partnerships. In line with WHO’s Thirteenth General Programme of Work 2019-2023 (GPW13), the main focus of the programme will be on strengthening the health system in Somalia and supporting the building and strengthening of essential public health functions at the interface of health system and health security with a view to achieving universal health coverage.

DESCRIPTION OF DUTIES

Collaborate with other health partners to optimize support for building a strong health system including but not limited to governance, access to medicines and health products, distribution and skills of health workforce, health financing, health management information systems and service delivery.

Generate evidence, knowledge and best practice models for implementing “low-cost, high impact” health interventions in the country that promotes advancing universal health coverage and policies of government for attaining “Health for All”

Guide, advise and technically support conducting assessments and surveys for mapping of health resources including service availability with a view to improving primary health care services.

Develop plans for operationalizing humanitarian, development, and peace nexus (HDPN) in support of accelerating primary health care services in the country.

Support the implementation of “PHC accelerator” for the Global Action Plan for Health and Well Being.

Collaborate with other partners including the ministries of health of Federal Member States to support the roll-out of essential package of health services and improve service delivery.

Establish linkage between the NIH of Somalia and other regional and international public health institutes for exchange programme and other collaborative works in the field of health security and health system.

Contribute to further strengthening of the institutional and management capacity of NIH for becoming a center of excellence in the country.

Organize and conduct trainings and other capacity building activities in areas of essential public health functions and health system.

Develop project proposals for funding different projects of the NIH specially focusing on improving essential public health functions for health system strengthening.

Coordinate closely with health authorities at national and sub-national levels and other stakeholders for effective implementation of planned activities and all matters relevant to health systems strengthening of the NIH.

Document lessons learnt is strengthening HSS in Somalia with identification of research needs.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in Medicine, Health Science or in Public Health.

Desirable: Experience

Essential: At least 5 years of experience at national level in the field of health systems and/or health policy development

Desirable: Prior work experience with WHO, other UN agency, health cluster partners; recognized humanitarian organizations or with an international nongovernmental organization with expertise in health systems.

Skills

Sound knowledge on health systems reform, primary health care and Universal Health Coverage.

-Proven skills on health policy development, planning, monitoring, and evaluating health systems.

Demonstrated ability to provide sound methodological, technical advice and guidance to multiple stakeholders and partners on health sector reform.

Demonstrated ability to innovate, integrate, synthesize, and communicate complex concepts and ideas verbally and in writing.

Ability to monitor and communicate progress in terms of process and results.

Remuneration comprises an annual base salary starting at

USD 39,097 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
