Introduction
The ILO in Africa is committed to “strengthening the efficiency of the institutions of work to ensure adequate protection of all workers through promoting fair and effective labour migration governance “as part of the Abidjan Declaration – Advancing Social Justice: Shaping the future of work in Africa. ILO’s Strategy on Labour Migration in Africa embraces the long-term vision of achieving a brighter future for African women and men migrant workers. Its implementation builds on ILO’s comparative advantage: being a standards-based institution specialised on employment/labour markets issues and grounded on social dialogue and gender responsive approaches. The areas of work of the ILO to promote fair and regular migration in Africa include: 1. Supporting the formulation and effective implementation of gender-sensitive and evidence-based labour migration policies while identifying their coherence with employment policies; 2. Enhancing the labour protection of migrant workers through the improvement of labour migration legislation and advocating for the ratification and effective implementation of ILO’s migrant workers Conventions (N° 97 and 143) as well as other related Conventions (N° 189, and 181) and UN-related standards. 3. Boosting Bilateral Labour Migration Agreements (BLMAs); 4. Extending social protection to migrant workers in Africa; 5. Enhancing skills and labour migration work and strengthening skills partnerships on migration; 6. Reinforcing fair recruitment of migrant workers’ work; 7. Strengthening and leveraging labour migration statistics; 8. Expanding work on climate change linkages to labour migration; 9. Promoting social dialogue and the role of social partners on labour migration management.
As a cross-cutting area, the ILO scales up work on promoting a positive public perception of migrant workers by enlarging knowledge of their economic and social contribution to sustainable development. This includes engaging with the media to promote balanced and ethical reporting on labour migration. Another cross-cutting field involves improving ILO’s communication and visibility on achievements and ILO’s comparative advantage. The ILO’s labour migration (LM) work in Africa is visible through its website, brochures, events, and social media. A communication strategy has been designed and adapted to increase visibly of ILO’s work on labour migration in Africa. ILOs staff working on labour migration have been coached on how to boost the visibility of their work in Africa and a training brochure (for use by staff) with tips and tools to boost visibility of ILO’s work on labour migration is made available.
