Assisting 91.4 million people in around 83 countries each year, the World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. On any given day, WFP has 5,000 trucks, 20 ships and 92 planes on the move, delivering food and other assistance to those in most need. Every year, we distribute more than 15 billion rations at an estimated average cost per ration of US$ 0.31. These numbers lie at the roots of WFP’s unparalleled reputation as an emergency responder, one that gets the job done quickly at scale in the most difficult environments. WFP’s efforts focus on emergency assistance, relief and rehabilitation, development aid and special operations.

WFP Ethiopia is working with the government and other humanitarian partners to strengthen the resilience of Ethiopia’s most vulnerable population and to chart a more prosperous and sustainable future for the next generation. The Country Office also supports programmes that use food assistance to empower women, transform areas affected by climate change and keep children in school. It aims to contribute to Ethiopia’s five-year development agenda, the Growth and Transformation Plan (GTP), through which the Government combats food insecurity.


These jobs are found in Addis Ababa, WFP Ethiopia Country Offices (COs).  Job holders are likely to report to a more senior Nutritionist or Programme Officer.


The current nutrition situation: The crisis in country have exacerbated the current prevalence of wasting in the Ethiopian population. The people in need of nutrition rehabilitation have reached unprecedented figures during the last 6 months due to the existing conflict (Tigray / Amhara / Afar – northern regions). Improvements (end of the conflict) on the short term are not expected. The latter aggravates a previously existing emergency: the same northern regions reported high level of wasting even before the conflict. Resources available are limited and partners in all sectors are constantly working on their re-prioritization.

WFP nutrition response: WFP is a major actor in the existing scenario and bears a high burden of reputational risk. WFP is in charge of rehabilitation of cases of moderate acute malnutrition. The rehabilitation mitigate the risk that the same beneficiaries become severely malnourished, therefore bearing a higher risk of mortality. WFP seeks jointly with the Government and other partners (e.g. UNICEF) ways to prevent further deterioration of the caseload but also ways to stream line operations and approaches in order to increase the cost-effectiveness of the interventions (e.g. simplified protocol), yet aligning with global guidelines.

Nutritionist profile description: Within the Nutrition Team, Integrated Management of Acute Malnutrition (IMAM) Nutritionist adjusts and supervises the WFP operations for Country Strategic Plan (CSP) Activity 2, prevention and treatment of Moderate Acute Malnutrition under crisis response on top of providing strategic guidance. The operations include Targeted Supplementary Feeding Programme (TSF), and in specific cases Blanket Supplementary Feeding programmes (BSF). Preparation / prioritization of Field Level Agreements (FLAs) is under her/is responsibility unless the process is decentralized in the WFP Area Office. The Nutritionist contributes to the re-prioritization exercise jointly with the NDRMC, FMOH, Nut Cluster, Cooperating Partners (NGOs). Preparation of internal reports (e.g. pipelines), facilitate the negotiation of transport rates, follow-up on payments of NGO Partners, regular monitoring of the internal resources for their re-adjusted allocation are part of her/is tasks, and require managerial skills combined with an in-depth knowledge of WFP internal functions.

To provide support to nutrition  programmes and activities to contribute to meeting the nutritional needs of WFP beneficiaries.


  1. Duties and Responsibilities at CO level for the TSF programme

Act as a focal point for updating and maintaining an overview of TSF pipeline vis-à-vis planned distributions: collect information on donations, international/local purchase, loans and repayments from pipeline/resource management units and correlate with physical stock reports obtained from logistics

Undertake and lead training and technical review meetings of the second generation TSF in the implementing regions

Ensure quality of data/ monthly statistics collected from the second generation woredas in the regions

Act as focal person for logistic issues in the team; regularly collect TSF food stock status report from logistic WFP platform and updating the TSF team and databases as required and liaise with logistic on technical support for the programme

Act as a focal point for Annual Country Report issues in the team for the assigned regions: leading process on narrative preparation, consolidating figures and necessary indicators from relevant team members and ensuring team member inputs are captured

Act as a budget focal person in TSF semi-annual or quarterly budget preparations and prepare the monthly cash forecast in consultation with the team

As per the newly introduced system, follow up Best-Before-Use dates of TSF commodities, release food and arrange savings and borrowings

  1. Act as Interface between WFP Country / Sub Offices (CO/SO) and Regional Health Bureau (RHB) and Regional Disaster Prevention and Preparedness Bureau (DPPBs) for assigned Regions

Providing detailed and updated knowledge on regions

Ensure professional working relationship between WFP SO, CO and RHB/DPPBs through provision of technical guidance in planning and monitoring of BSF/TSF activities (including implementation of monitoring system at SO and RHB/DPPBs level)

Support the SO for improved dialogue with counterpart government offices for better linkages and partnership on the ground (NGOs, MOH, UNICEF ad relevant partners)

Ensure SO and RHB/DDPBs participate in the Regional Nutrition Coordination platform meetings and that minutes of the meeting are shared for follow up

Jointly plan field visits to IMAM sites with SO focal persons, field monitors B/TSF regional coordination unit and produce and review reports

Facilitate regional mission including donor missions, workshops, and meetings in consultation with the SO and regional TSF coordination unit

  1. Provide technical guidance to donors’ monitoring visits; ensure that B/TSF-related information/guidance is provided to new field staff, analyze and provide feed backs on SO reports, including monthly WFP Situation Reports
  2. Document and disseminate best practices and experiences from the regional, district level review meetings and if possible, organize experience sharing tours among the regions and best performing woredas
  3. As necessary, analyze screening figures versus dispatch figures and provide feedback to CO and SO for follow-up action.
  4. WFP CO focal point for DPPB for assigned Regions

Facilitate the organization of required training for counterpart staff on planning, implementation, monitoring and evaluation and reporting phase of the project cycle; when necessary, assess regional capacity limitation and provide special support as necessary

Ensure that monitoring requirements are met, and that monitoring is conducted and documented following the corporate indicators

Ensure that RHB/DPPB is able to review and report on the planned TSF activities on both annual and quarterly basis following the formats and procedures.

Verify the quality of implementation processes, through organizing routine and regular review, field visits and meeting, and provide timely feedbacks

Support the regular exchange of information on program matters (review meetings screening schedules, assessments and study report, federal level meeting outcomes…)

Ensure the functioning of regional biannual/annual review, coordination meeting/ forum. Follow-up the outcomes as necessary

Provide technical support to regional counterpart offices and back-up to WFP SO, to pilot and monitor new approaches with partners, enhancing the programs efficiency and services quality such as the new generation TSF implementation

  1. Liaise with logistics and to provide technical advice and support on warehouse management, tendering and contracting process to the DPPBs, to facilitate timely food dispatch and distribution
  2. Collect and analyze standard reporting formats on stock balance, quarterly dispatch report, quarterly expenditure report and monitoring reports
  3. Ensure FLA’s are prepared, signed and shared with the regions timely
  4. Ensure that regions submit timely, regularly, and consistently dispatch reports, allocation plans, and cash requests according to implementation procedures.
  5. Ensure that food release and cash request are processed timely within the CO
  6. Verify the quality of monitoring and dispatch reports and document the outcome
  7. Summarize and submit findings to the team leader and team members
  8. Other duties related to TSF programme as assigned by team leader to include acting as alternate focal point for other team members


Education: Post-graduate education and experience in Nutrition, Public Health, Epidemiology or related areas OR Bachelor degree in Nutrition (or related areas) with at least 5 years experience in Nutrition in Emergency

Experience: Advanced university degree with at least 3 years relevant experience in Nutrition relevant fields or bachelor’s degree with at least 5 years of experience in Nutrition in Emergency operations. Previous work with Ethiopian GoE Sectors (MoH, e.g.) and local Academic institutions represent an asset.

Knowledge & Skills: Fluency in MicroSoft package: MS Word, Excel, Power-point at least.

Languages: English fluency (written and oral). Knowledge of any Ethiopian local language is an asset.

Knowledge of Nutrients Utilizes knowledge of vitamins and nutrients to understand the causes of malnutrition, the relationships between the different types of malnutrition, and is able to articulate the UNICEF conceptual model.

Situation Analysis and Evidence Assessment        Able to appropriately interpret the nutrition situation, analyze primary causes of malnutrition, define limitations to the analysis (e.g. seasonality) and prepare an overview of the food security and nutrition situation in country.

Knowledge of Public Health         Has foundational knowledge of the core public health sciences (i.e., biostatistics, epidemiology, social science, environmental health, and prevention of chronic and infectious disease and injury) in order to assess a country’s/region’s health situation.

Knowledge of Food System         Ability to analyze how food systems influence the diets of vulnerable groups and identify how and where food systems may contribute to specific nutrient gaps.

Applying Programme & Policy Standards               Leverages nutrition knowledge to provide technical advice to governments to design and implement country nutrition programmes that follow international and WFP agency standards and guidance.
