    Organizational Setting and Reporting

    ECA’s mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 SDGs and Agenda 2063. The mission is guided by ECA’s five new strategic directions which are: advancing ECA’s position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent’s problems and take local solutions to the continent; developing macroeconomic and structural policy options to accelerate economic diversification and job creation; designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; advocating Africa’s position at the global level and developing regional responses as a contribution to global governance issues. This position is located in the Office of the Executive Secretary of the United Economic Commission for Africa. The Programme Management Officer directly reports to the Chief of Staff. The focus of this job is to lead the implementation, monitoring, and evaluation of programmes, operations, and other activities in an assigned functional area.

    Responsibilities

    Within delegated authority, the Programme Officer will be responsible for the following duties:

    Offer high-level coordination and operational guidance on programme support matters across relevant ECA entities, ensuring alignment with institutional priorities and management directives. Proactively identify opportunities to strengthen service delivery, operational coherence, business continuity, and cross-functional collaboration.

    Act as the senior focal point between the Office of the Chief of Staff and programme support service providers, including administration, conference management, ICT, supply chain, human resources, and related functions, driving coordination, service responsiveness, and problem resolution. Establish accountability frameworks and implement performance-tracking mechanisms to monitor key deliverables, service standards, operational risks, and management commitments. Develops, implements, and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.

    Performs consulting assignments, in collaboration with the client, by planning and facilitating workshops, through other interactive sessions, and assisting in developing the action plan the client will use to manage the change.

    Researches, analyzes, and presents information gathered from diverse sources.

    Coordinates the review and analysis of operational issues and trends, preparation of evaluations or other research activities and studies,

    Generates service review and feedback initiatives; designs data collection tools; reviews, analyzes, and interprets responses, identifies problems/issues, and prepares conclusions.

    Organizes and prepares written outputs, including draft management briefs, operational analyses, sections of reports, SOP-related inputs, and the documents supporting programme support oversight.

    Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

    Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.

    Leads and/or participates in large, complex field missions, including the provision of guidance to external consultants, government officials, and other parties, and drafting mission summaries, etc.

    Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

    Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, provides substantive backstopping to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, etc. Performs other duties as required.

Meets timeline for delivery of products or services to the client.

    Education

    Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field is required. A first-level university degree in combination with an additional two years of qualifying work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics, or data science programs is an advantage.

    Work Experience

    A minimum of seven years of progressively responsible experience in project or programme management, administration, or related areas is required. 2 years or more of experience in data analytics or related areas is desirable.

    Languages

    English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in one of the working languages of the UN Secretariat, English or French, is required. Knowledge of the other is desirable. Knowledge of another UN official language is an advantage. The table below shows the minimum required level for each skill in these languages, according to the UN Language Framework (please consult https://languages.un.org for details).

    Assessment
