The Education Global Practice

Education is a powerful driver of development and one of the strongest instruments for reducing poverty and improving health, gender equality, peace, and stability. Developing countries have made tremendous progress in getting children into the classroom and the majority of children worldwide are now in primary school. Nevertheless, some 260 million children are still out of primary and secondary school!

The position is a locally recruited staff (LRS) position based in Kathmandu and will primarily focus on working in Nepal. It may also include critical work in the South Asia region and globally as required.

The World Bank portfolio in Nepal consists of both operations and analytical work. The Bank’s portfolio has operations that cover the development of the school, skills, and higher education sectors. The analytical work program requires high-quality technical content and economic analysis to respond to client needs, including just-in-time policy work and impact evaluations. The Bank’s portfolio also supports the government’s response to the impacts of COVID-19 in the education sector.

Job Duties and Responsibilities

Support and lead teams in designing and developing new projects and preparing Implementation Completion Results Reports of closed projects.

Support and lead the team in providing implementation supports for clients and monitoring project performance.

Serve as a core contributor to the economic, financial and analytical work carried out by the team.

Support the team in the delivery of the work program and lead the delivery of individual tasks as assigned.

Help to support policy dialogue and interactions with relevant government authorities (including provincial and federal authorities); development partners; and civil society organizations.

Work with a diverse set of partners in Nepal like national think tanks, local governments, non-state actors, private firms etc. to prepare tools for assessing province performance on outcome parameters and preparing innovative delivery approaches.

Be active in the thematic areas related to Human Capital Project as well as Learning Poverty as Nepal education sector needs to build foundation for strong human capital through the improvement of access to education and students’ learning.

Support the team on project operations focused on systems strengthening, management information system architecture, institutional accountability and teacher performance.

Selection Criteria

Master’s degree in Economics, education or relevant field

Demonstrate ability to think and work across WBG, practices and sectors

Integrate divergent viewpoints of multiple external and internal partners into a coherent project/program/ strategy

Consider corporate commitments (e.g., MFD, climate, gender) in project approach

Possess political judgment, diplomatic competence, and negotiating skills

Build and sustain key partner relationships with government and other key partners

Guide clients and/or development partners in identifying key operational issues and optional solutions with a demonstrated ability to bring together different perspectives

Lead task teams, participate in formal negotiations, and assist government in establishing priorities

Demonstrate sound knowledge of World Bank Group’s Twin Goals and the complementarities among different World Bank Group member institutions

Demonstrate deep understanding of policy making process and the role of own sector of expertise in that process

Fully understand the World Bank’s development initiatives and policies and practices related to ending and non-lending operations

Guide research efforts and translates technical and cross-country knowledge into practical applications and contributions to country and sector strategies and for discussions with clients and development partners.

Mentor junior and support staff in the team as well as the country office.

Anticipate client needs and requests and guide the development/ offering of relevant tools to clients.
