The mission of WHO’s EPR Cluster is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international, regional and national health response to contain outbreaks and to provide effective relief and recovery to affected populations. Within EPR, the Strategic Support Unit coordinates EPR-related strategic activities at the regional level, including strategy planning, innovation, external relations, external communications, grant management as well as coordinates monitoring, evaluation, accountabil ity and learning activities across the EPR programme areas and countries. The STS team works together and collaborates with colleagues across the EPR Cluster and beyond to contribute to the delivery of the vision/goals of the EPR Cluster.

PURPOSE OF THE POSITION

The Strategic Support Unit brings together into a single management framework all back-office functions that support the operations, governance and external relations aspects of the Emergency Preparedness and Response (EPR) Cluster.

The operations, governance and external relations teams work together and collaborate with colleagues across the EPR Cluster and beyond to contribute to the delivery of the vision/goals of the EPR Cluster.

The External Relations Officer is responsible for strengthening sustainable financing and partner relations for the EPR Hub. This includes devising and managing the implementation of a resource mobilization strategy for the hub, strengthening partnerships with donors, and developing key fundraising/advocacy materials, in close collaboration with relevant staff members across the Hubs, Regional Office and Organization.

The incumbent also exercises oversight and management of grant application and reporting.

DESCRIPTION OF DUTIES

The External Relations Officer reports directly to the EPR Hub Coordinator, with second level supervision by the EPR Strategic Support Unit Manager. Guidelines and key documents available to guide the work of the incumbent include: World Health Assembly resolutions, Regional Committee resolutions, WHO’s Programme Budget, WHO’s ePub system, WHO’s Style Guide, and WHO’s Guidelines on Interaction with the Private Sector and Humanitarian Appeals and Principles.

The incumbent exercises judgment on the relevance of WHO’s guidelines and may propose their adaptation or modification or propose new guidelines to meet particular requirements or changing circumstances.

The incumbent provides recommendations and resource mobilization plans to rapidly mobilize funds with partners in creative ways to address unknown challenges in emergency settings under intense time pressures. Assignments require ongoing contacts with staff at all levels in EPR and throughout WHO Regional and Country Offices as appropriate, to provide expert advice and exchange information. Contacts are also required with a broad range of officials, especially donors and other partners and UN agencies to ensure alignment. The incumbent is expected to welcome opportunities to support multi-disciplinary, cross cutting approaches to work and facilitates participation in such approaches. Work is regularly reviewed in discussion with the supervisor, in briefings and de- briefings.

The incumbent is assigned the following responsibilities:

Develop a flexible and innovative external relations strategy and corresponding workplan to ensure sustainable financing for EPR, in close partnership with the WHO AFRO External Relations, Partnerships & Governing bodies (EPG) Unit.

Serve as the primary point of contact managing all day-to-day EPR Hub activities related to external relations including a regular analysis of funding gaps, management of existing EPR grants & partnerships and development of new grants & partnerships.

In close coordination with relevant technical officers, develop strategic funding proposals, grants and donor agreements as well as write and/or edit other advocacy/fundraising materials (such as donor briefs, investment cases and concept notes for new potential funding streams).

In coordination with the communications team, effectively utilize communication products to inform donors about EPR.

Represent EPR hub at partner/donor coordination meetings and contribute to negotiations for rapid donor agreements;

Maintain project calendars and milestones, analyzing information on resource mobilization activities and monitor progress towards targets using various project management databases.

Coordinate with EPG to ensure EPR staff are respecting reporting deadlines and to ensure activities and expenditures are aligned with the terms and conditions set out in individual donor agreements.

Monitor the implementation of grants received, ensure reporting requirements are met and quality reports submitted to donors in a timely manner.

Liaise with EPG to secure the required clearances, including legal and financial clearances for proposals and donor agreements before signature.

Proactively research and stay up-to-date on the interests and application requirements of the main donors and other sources of funding for the region. Identify trends, opportunities and risks. Take or encourage action based on research, working collaboratively and opportunistically especially as new envelopes of funding become available.

Proactively research and build relationships with new partners, in consultation with the EPR team, EPG, HQ and country-level resource mobilization teams.

Perform other duties as assigned.

REQUIRED QUALIFICATIONS

Education Essential:

Advanced university degree (Masters level or above) in social sciences, international relations, political sciences, communications, marketing, management, economics accounting, financial management, business or public administration from an accredited/recognized institute.

Desirable:

Specific studies on resource mobilization, communication, studies on development and/or humanitarian work.

Training in donor intelligence, proposal writing, and general project management.

Experience Essential:

At least seven years’ related experience, at the national and international level, in resource mobilization, external relations and/or grants management.

Documented achievements in fundraising activities, part of which supporting humanitarian emergency or health outbreak response and recovery activities.

Proven experience in writing resource mobilization proposals, donor reports and related documents.

Desirable:

Prior working experience with WHO/UN, health cluster partners or with an international non-governmental or recognized humanitarian organization.

Skills Essential:

Exceptional writing and communication skills with the ability to translate complex ideas to a lay audience.

Strong interpersonal and organizational skills with a proven track record of creating, facilitating, and strengthening partnerships.

Demonstrated success in resource mobilization, including the ability to conceptualize resource mobilization strategies and approaches as well as achieve consensus with donors and partners.

Ability to work and produce results under pressure.

Sound understanding of the impact of emergencies and crises on social and economic development, and its burden on populations.

Good knowledge of WHO mandate and goals in the emergency incident management context.

Experience working in Africa and an understanding of the challenges and opportunities working in a diverse workplace.

Desirable:

Experience with graphics design

Management and mentorship experience.

REMUNERATION

WHO offers staff in the Professional Category an attractive remuneration package, which for the above position includes an annual net base salary starting at 75, 602 US Dollars (subject to mandatory deductions for pension contributions and health insurance, as applicable). Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
