Organisational Setting and Reporting

The position is located in Mission Support Centre (MSC) in the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO). The Logistics Assistant will be based in Entebbe and will report to the Logistics Officer in the Unit.

Responsibilities

Within delegated responsibility, the Logistics Assistant will be responsible for performing the following duties: LOGISTICS SUPPORT and COORDINATION:

Identifies all routine logistics requirements within the mission, prepares, implements and controls appropriate methods to cater for them, ensuring optimal utilization of available resources;

Provides logistical and operational support to mission clients in terms of allocation of stock within the warehouses;

Assists with the preparation of the weekly logistics reports for major projects, key challenges and emerging situations;

Assists in assessment of feasibility to support, cost, time to fulfil and impact on mission operations for all request for logistics support from Non-MONUSCO entities;

Participates in generating an effective and efficient logistics planning and coordination with the Operational Support Managers (OSMs) in the field and Technical Units Operations Officers and SCM;

Reviews Mission’s logistics implementation plan and operational directives to develop effective deployment plans and prioritization for goods and materials movements to mission locations;

Participates and ensures the development of logistics emergency, contingency plans and identifies ways to overcome obstacles when delivering goods.

TRANSPORT/MOVEMENT MANAGEMENT:

Coordinates the provision of ad-hoc transportation requirements including staff movement for duty purposes and troop deployments/rotations;

Coordinates and ensures assignments for the cooperative use of equipment with UN agencies, funds and programs;

Researches and analyses operational usage and performance trends, legal, administrative, and legislative requirements, supports the development of training for staff and other mission personnel as required;

Prepares documentation and reports for review of mission materials and asset holdings, including vehicles, for senior management review and decision making;

Completes periodic reports and documentation regarding provision of logistics support, including to non-UN entities;

Ensures field offices are fully supported with all the parts and materials needed in coordination with other support sections as necessary.

ASSET MANAGEMENT:

Assists in consulting technical sections/units to identify surplus assets;

Conducts regular and ad-hoc physical inventory of property under the custody of the Logistics Operations Unit;

Assists in the process of assets disposal through applicable methods in compliance with Un, international and local rules, regulations and requirements in coordination with Operations Support managers (OSM) and PDU;

Provides advise to technical Sections and SCM on distribution lists for placement of new inventory based on known and future projects dispersion including proposing changing of storage locations, as and when required;

Perform other related duties as required.

Education

A high school diploma or equivalent is required. Technical certification/diploma or other supplemental academic qualification or training in the field of logistics, supply chain management and/or engineering is desirable. Training on Business Intelligence for ERP systems or similar is desirable.

Job – Specific Qualification

A valid Driver’s license, including the ability to operate a manual-transmission light vehicle in 4×4 conditions, is desirable

Technical or vocational certificate in logistics, transportation, or asset management is desirable.

Work Experience

A minimum of eight (8) years of progressively responsible experience in Logistics

Operations, Supply-Chain Management or large-scale fleet management or Asset Management or Contracts Management or related area is required.

Experience in planning and coordinating logistics operations is desirable .

Experience in the United Nations Common System (UN peacekeeping political missions, or UN agencies, Funds, and Programmes) or a comparable international organization or non-governmental organization in a conflict or post-conflict setting is desirable.

Experience and knowledge of shoppingmode Microsoft applications – Word, Excel, Power Point and working with enterprise resource planning platforms are desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
