Mission and objectives

The Office of the UNHCR was established on 14 December 1950 by the UN General As-sembly. The agency is mandated to lead and co-ordinate international action to protect refu-gees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, inte-grate locally or to resettle in a third country (www.unhcr.org).

Context

Since 2005, with the humanitarian reform exercise, it also is the Global Lead for the Protection, Shelter/NFIs and Camp Coordination and Camp Management in cases of forced displacement in complex emergencies. As a result, in most countries with a Humani-tarian Coordinator and a complex IDP situation, UNHCR is leading the Protection Cluster. In addition, it has a specific mandate for the prevention and addressing situations of stateless-ness. The current UNHCR operation in Kakuma is focused on South Sudanese and Somalia refugee caseload

Task description

Under the direct supervision of the Supply Officer, the UN Volunteer will undertake the following tasks:

Coordinate all activities pertaining to warehouse and inventory management with the Implementing Partner managing logistics operations for UNHCR and all other stakeholders involved.

Verify all stocks and ensure that all stock records are maintained accurately.

Control the storage conditions for Core Relief Items(CRI)/other Programme Sup-plies in the main Operations Warehouse and Admin Stores (office supplies, ICT equipment and etc) to ensure general condition and cleanness, etc.;

Control that the stacking of items are appropriate and safe;

Check the quality of the stocks/Inventory and ensure that all storage conditions are in line with UNHCR standard operating procedures.

Verify that all bins/stacks have Bin/Stack Cards; Contribute to the accurate data maintenance in all relevant business systems, follow-up correspondence and solve incidents regarding warehousing.

Verify that Bin/Stack Cards & Stock Cards are timely updated and perform the monthly reconciliation of the stock.

Check that the Layout & Storage plan is updated and matching the physical place-ment of stocks/ inventory in the storage area;

Check the completeness of documents, handling and filing routines, in the Storage area and in the warehouse office (receipt, GRNs, Waybills, stock cards, bin cards, signatures, updating, etc.);

Ensure the correctness of documents, such as Incoming/Outgoing Shipment re-ports, Waybills, Goods Receiving Notes (GRNs), Inspection reports, etc. and ensure they are finalized and delivered to the UNHCR office as instructed;

Analyse the data of quarterly and yearly physical counts of stocks/inventories and coordinate the verifications in line with the set deadlines.

Monitor stock movements and the incoming pipeline and ensure timely Stock re-order to avoid stockouts.

In case of stocks/inventory discrepancies investigate and coordinate appropriate action in line with UNHCR Supply Chain Rules and Regulations.

Verify that personnel report at the warehouse in time. Verify absences, train newly recruited personnel in their tasks, plan for and task personnel for the activities to take place;

Inspect the general condition of the warehouse premises and ensure existing ware-houses are SRM compliant and Insured according to UNHCR Administrative in-struction pertaining to Warehouse management.

Ensure Security and safety checks are adhered to.

Ensure cleanliness of the building and premises and ensure that waste disposal rou-tines are environmentally friendly.

Ensure JOB and BIN cards system with the related procedures are efficiently im-plemented at the warehouse to facilitate procedural control of materials and service activities.

Provide broad management and technical support to the implementing partners to ensure that warehouse and inventory management activities are undertaken in line with UNHCR Administrative instruction pertaining to Warehouse management and standard operating procedures in place. c5z61ZB CWdGUx

Managing Assets – Update MSRP module, carryout periodic physical check of as-sets (PPEs and STIs) with UNHCR and with the Implementing Partner.

Ensure timely issuance of asset management related agreements such as Right of Use Agreements and Transfer of Ownership Agreements.

Coordinate annual verification of UNHCR assets with Implementing Partners and ensure timely reporting in line with set deadlines

Coordinate timely disposal of obsolete assets in line with UNHCR Rules and Regu-lations.

Work closely with the logistic Partner in managing the fuel Station, fuel allocation for vehicles/generators and ensure up to date record keeping.

Monitor fuel consumption and provide weekly and monthly reports as required.

Advise and assist in the planning of CRI procurement for annual budget and com-pile lists of various materials required by the operation for local and international procurement.

Assist in capacity building of partners in the identified areas of weakness in relation to inventory and asset management.

Liaise with other UN Agencies and partners on logistics matters in the area. Update and provide logistic information regularly based on accurate records.

Undertake any other duties tasked by the supervisor or Head of subOffice.

Provide inputs for regular reports i.e. SITREP Mid and Annual reports and others as required. Results/Expected Outputs Contribute to Logistics/Supply Chain activities to achieve Kakuma 2021/2022 objectives.

Availability of timely information on condition of UNHCR warehouses, stocks and assets in the UNHCR Kakuma Operation.

Provide briefing notes on Warehouse management for external engagements, weekly operations and Logistics Sector meetings in a timely manner.

Focal point on weekly SITREPS for Warehouse/Inventory management and related activ-ities.

Good working relationship with other UN Agencies, NGO’s & INGO’s, including Suppliers maintained.

All physical verifications of inventory and assets are conducted and reported on time.

Required experience

4 years of experience in the field of Warehouse and Inventory Management. Previous work experience with the UN (in the field) would be an asset. Commercial sector experience in Warehouse and Inventory Management dealing with high inventory volume/value is highly desirable. Experience Description:

Relevant years of experience is defined as practical, hand-on experience in managing warehouse and inventory ideally in a humanitarian field operation or in the commercial sector. Exposure to large scale logistic operations in humanitarian settings would be con-sidered an advantage.

Candidate must demonstrate good communication skills. The selected candidate must be fluent in oral and written English and be able to write effectively for drafting and reporting purposes. Ability to communicate in Kiswahili is desirable.

A team player and result oriented individual, able to work under a demanding and ever-changing work environment.

 Computer skills: Mandatory MS Office (Excel, Word, Power Point, Access), MSRP (Ready to be trained) and Internet.

Exposure to inventory/ERP systems and data management tools would be an advantage.

Kakuma is a non-family duty station The Republic of Kenya is an equatorial nation on the coast of East Africa, neighboring Somalia, Ethiopia, Sudan, Uganda, Tanzania, and the Indian Ocean. Kenya has two levels of Government; National Govern-ment and 47 sub-national Governments called Counties. Counties are further divided into sub- counties. Kenya is a multi-party state with Executive, Legislative, and Judicial branches. Kenya’s population of more than 40 million is growing at an annual rate of 2.2%. The country’s GNP per capita estimated at pur-chasing power parity (PPP) is $975, and the GNP is growing at an average rate of 0.1% annually. More than 26% of Kenya’s people live below the international poverty line of $1 per day. Kenya’s main food crops are “maize, wheat, pulses, roots and tubers.” (FAO) Kakuma is generally peaceful and safer with the exception of few incidents of cattle raiding in the north and south of Kakuma. It is mandatory to complete the following: Basic Security in the Field and Advance Secu-rity in the Field online trainings. The current UN security level for Kakuma is Level 3. It however varies in certain parts of the country. Upon arrival in the country, all UN staff receives a security briefing from UN Security section in Gigiri as well as with UNHCR security Officers based in Nairobi and Kakuma.
