Role PURPOSE

Working in 54 developing countries across Africa, Asia and the Americas, with a total annual budget of approximately $1 billion, Plan International’s stated Global Strategic Goal is to reach as many children as possible, particularly those who are excluded or marginalised, with high-quality programmes that deliver long-lasting benefits.

Plan International has initiated a project alongside Fondation Orange to align their child protection and education programs model which aligns with its new global strategy. This includes implementing identified gender transformative projects just like grants and in a way that align with the country strategy as well as the Areas Of Global Distinctiveness. Within this context, it is imperative to establish a coordination and governance mechanism for Fondation Orange project within the Programme Influencing and Implementation Area (PIIA) that is fit for purpose.

This role will provide over all planning, coordination and support to all Fondation Orange projects within the PIIA and ensuring work is sequenced appropriately, that implementation is structured, managed, monitored and that the projects adhere to established reporting and governance structures.

Dimensions of the Role

The Project Coordinator reports to the Programme Influencing and Implementation Area Manager. He/She shall supervise all Fondation Orange project staff and collaborators placed under their responsibility, working closely with them to conceive/execute and prepare comprehensive project plans, ensure quality implementation of the Fondation Orange project and other projects within the PIIA, contribute in resource mobilization and project conceptions alongside delivering quality results within expected timeframes for all projects within their capacity. S/he shall perform various coordinating tasks, such as schedule and risk management, alongside administrative duties which include maintaining project documentation and preparing project reports on a timely base. To succeed in this role, s/he should have excellent skills in project and time management, implementation, project conception, monitoring, communication and reporting, since S/he shall collaborate with donors, stakeholders and internal teams to deliver results on deadlines.

Accountabilities

Conception, Coordinating, Supporting, Planning, Implementation and Monitoring of the Fondation Orange project:

Work with other Coordinators, officers, assistants and stakeholders to identify and define requirements, scope and objectives for Fondation Orange project.

Lead the conception/execution of Fondation Orange project, coordinate project activities, resources and information in line with defined schedules in close collaboration with PIIAM, Specialists, Leads and other coordinators.

Coordinate the appropriate/quality delivery pf the Fondation Orange project including schedules, approach and success measures alongside documented lessons learned and practiced.

Identify and capture risks and opportunities of project and follow risk mitigation and escalation processes

Act as the point of contact and communicate project status to all participants

Work with the programme officers to escalate and resolve challenges that may arise in the course of executing Fondation Orange project.

Ensure the Fondation Orange project team has the structure and tools required to deliver, and the agility to adapt when things change.

Work with key stakeholders to ensure alignment to business as usual.

Develop and support effective communication mechanisms between the country teams, and between different parts of the PIIA to enable delivery of project.

Monitor Fondation Orange project using relevant internal management tools and timely reporting at all levels.

Conception, Coordinating, Supporting, Planning, Implementation and Monitoring of Other projects:

Plan and coordinate the implementation of other projects with other coordinators and officers ensuring that procedures for carrying out projects which meet Plan international standards

Develop and maintain effective project monitoring procedures pertaining to other projects.

Maintain project correspondence and communication with officers on the field;

Draft regular and special reports covering Plan activities in the area with respect to grant projects duly assigned.

Oversee the implementation of the grant projects according to the methodology including but not limited to project expectations

Coordinate the liaison with Government partners, donors, the UN and civil society partners in the influencing area

Prepare agendas, arrange and practically supervise relevant field visits, appointments and meetings both internal and external related to the project activities.

Plan, coordinate and implement training sessions, workshops, meetings, and other activities pertaining to Plan International projects/programs in the area

Coordinate and supervise administrative procedures required for the successful implementation of project activities.

Monitor the implementation of activities to achieve project outcomes and according to the budget.

Supervise the data collection process for all project activities and verify the data collected to ensure consistency.

Analyze data and develop reports based on specified standards and templates.

Undertake duty travel for project implementation purposes.

Assist in developing new programmes and implement them in close cooperation with the relevant authorities and public/private entities and other Plan International offices

Perform other project related duties as assigned.

Organizational:

Undertake other support and / or project administrative tasks as needed in support of the team and their projects, which may include supporting training development / delivery, supporting key stakeholder forums and meetings / calls.

Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Dealing with Problems/Risks

The post holder will demonstrate an ability to solve problems, thinking strategically while introducing innovations and creative thinking as needed. The post holder is expected to play a key role in optimizing Program performance and enabling high performing teams at Program Area levels.

The role will be tasked with strengthening quality, accountability, planning, management, adherence to policies and procedures, and promoting a culture that aims for the consistent delivery of results and make positive impact to children, in particular for girls and their communities

Key relationships

Working contacts inside and outside the organization; include the purpose and level (high, medium, low) of the contact;

Internal

Other coordinators and specialists – High level of Communication to report, sharing views to strengthen the program areas projects and to ensure continues support for the program.

Regular communication with program & support department and in CO to share work progress and updates and technical follow up on projects within their accountability.

External

Represents Plan in all relevant sectorial fora

Interact with Government institutions responsible for children and girls issues.

Technical expertise, skills and knowledge

Essential

Master’s degree in social sciences, education, child protection, construction, rural engineering, rural development management or similar disciplines and at least 03 years of work experience in designing and implementing projects and programmes; Work experience in emergency situations (refugees) would be an asset.

Bachelor’s degree in social sciences, education, child protection, construction, rural engineering, rural development management or similar disciplines and at least 05 years of work experience in the design and implementation of projects and programs, management, strategic planning, monitoring / evaluation. Work experience in emergency situations (refugees) would be an asset.

Competencies

A perfect mastery of policies, procedures and key rules, management of field teams, central and decentralized administration, community development.

Excellent IT skills in MS Office (Word, Excel, PowerPoint, Outlook). Knowledge on SAP will be an added advantage

Ability to plan, prioritizes and respond flexibly to changing demands are vital.

Ability to multitask and meet various deadlines in a fast-paced environment.
