SUMMARY OF THE FUNCTIONS OF THE POSITION
In order to ensure effective management of the programmes and projects implemented by UNESCO and to ensure the presence, positioning and better visibility of the Organization and its actions in Cameroon, it is planned to recruit a Procurement Assistant who will be based at the UNESCO Regional Office for Central Africa in Yaoundé.
Under the authority of the Director of the Multisectoral Regional Office for Central Africa in Yaoundé, the direct supervision of the Administrator and the Procurement Officer of the Yaoundé Office, the Procurement Assistant will provide procurement and supply support according to the areas (products, services, works, services, services, general services, etc.). To this end, he/she will be responsible for:
Assist in the collection of relevant and up-to-date information for the preparation of procurement contracts on behalf of the Office as well as for the evaluation of bids, the management of contracts, offers and suppliers in compliance with contractual obligations, legal considerations, standards and procedures of the Organization;
Assist in the preparation/verification of specifications, preparation of requests for quotations, invitations to tender, requests for proposals, evaluation of tenders, negotiations with suppliers and preparation of files to be submitted to the Procurement Officer/Procurement Administrator/Committee, if applicable;
Assist in the execution of the implementation of procurement strategies, including the development or application of e-procurement software, with a focus on management tools, updating databases containing, among other things, the up-to-date list of suppliers and the evaluation of their performance; register new suppliers in the system and maintain the accuracy of data concerning existing suppliers;
Assist in the analysis and management of requests, in consultation with Programme Officers to ensure the clarity and accuracy of data entered into the Organization’s financial system, characteristics, product quality, conditions and delivery date;
Assist in the processing and editing of purchase orders; in the review and processing of invoices in liaison with the staff of the Program or Operations and/or the supplier involved, to resolve any possible problems;
Assist in the follow-up of any question related to purchases and provide answers (questions raised by the head office, any partner or supplier, etc. directly involved or not);
Assist in monitoring, in collaboration with the Procurement Officer/Administrator, the ability of suppliers to deliver on time and within the limit acceptable to the implementation plan; Assist in the search for new suppliers and products as appropriate; Contribute to the development and implementation of cost saving and cost reduction strategies;
Any additional activity required to ensure the success of the team’s work.

QUALIFICATIONS
Education:
Hold a bachelor’s degree (Bachelor’s degree) in Procurement, Accounting and Finance Science and Technology, Public Management and Administration or equivalent.
Professional experience:
Have at least two (2) years of relevant professional experience in purchasing, logistics or similar experience.
Languages:
Excellent command of French and/or English and a good knowledge of the other language.
Know-how and skills
Very good knowledge of one of the ERP systems (SAP, Oracle …);
Be familiar with common desktop software (Word, Excel, PowerPoint, Outlook, etc.);
Ability to take initiative in the performance of assigned duties; must be able to identify alternative solutions in the context of internal guidelines and procedures, use appropriate procedures and make appropriate decisions. The accuracy of administrative, budgetary, financial and human resources information is essential;
Ability to set priorities and plan, coordinate and monitor their own work plan;
Ability to propose new ways of achieving work objectives; proactively develop effective solutions to problems in their own area of expertise;
Good interpersonal skills; ability to work in a multicultural environment with sensitivity and respect for diversity;

DESIRED QUALIFICATIONS
Professional experience:
Previous experience within the UN system and particularly within UNESCO would be an asset;
Practical experience in the financial environments of the United Nations or NGOs.
Know-how and skills:
Advanced computer skills, especially for the use of Microsoft Office software (Word, Excel, PowerPoint);
Intermediate knowledge of financial software (ERP).
Good knowledge of the rules and procedures of the Organization;
Knowledge of UNESCO’s normative instruments and programmes;
Excellent listening and coaching skills;
Languages:
Knowledge of another UNESCO official language (Arabic, Chinese, Russian, Spanish) would be an asset.
