Background

As the global voice for women and girls, the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) was established in 2010 to accelerate progress in addressing the needs of women everywhere.

UN Women supports UN Member States in adopting international standards to achieve gender equality and works with governments and civil society to design the laws, policies, programmes and services needed to ensure that these standards are effectively implemented and that women and girls everywhere benefit from them. UN Women coordinates and promotes the work of the UN system on gender equality and in discussions and agreements on the 2030 Agenda.

In the Central African Republic, UN Women has been working since August 2015 with the Government, National Institutions, academic institutions, civil society and the media and the United Nations country team to advance the gender equality and women’s empowerment agenda through the implementation of national and international commitments. The women’s movement is mobilized in a scattered manner to demand women’s rights. Links between grassroots women’s rights groups and associations and national women’s networks must be strengthened in order to increase representativeness and ensure that high-level advocacy is more inclusive and corresponds to the specific needs of Central African women and girls in the hinterland. Despite the existence of a revised National Policy on Equality and Equity (PNPEE) for the period 2019-2024, and the institutionalization of gender focal points (PFG) in all Ministerial Departments, the MPGPFFE’s capacity for gender mobilization and coordination remains weak.

As part of the implementation of its Strategic Note in the Central African Republic, UN Women has received funding from the European Union Delegation for the implementation of the Project “MOUNGO MABOKO – Support to the Government of the Central African Republic for the promotion of gender equality and the empowerment of women” for a period of three years which aims, among other things, to strengthen national coordination mechanisms and monitor all programs and projects as well as field coordination mechanisms for interventions in the gender, family and child sector. In order to facilitate the implementation of the project activities, UN Women Central Africa is seeking to recruit a Coordination Assistant to support the project coordination team.

Under the supervision of the National Programme Coordinator and in collaboration with the Finance Associate of the UN Women Office, the Administrative and Financial Assistant will be responsible for providing support to the financial management of the Moungo Maboko project. He/she will assist the National Programme Coordinator in the implementation of activities.

Duties and Responsibilities

Support for the preparation and implementation of the Project

  • Contribute to the development of the Work Plan, reports and minutes of meetings;
  • Ensure adequate control of documents supporting payment for project activities;
  • Review the expenditures made on the project;
  • Prepare reports and minutes of project activities and meetings of the coordination mechanisms that the project supports;
  • Provide support for the organization and logistical support of project activity missions;
  • Synthesize best practices and lessons learned on coordination in annual reports and mid-term reviews of the UN Women Office work plan.

Financial management:

  • Assist in the development of the annual work plan budget and project activity budgets;
  • Record and track financial transactions in Quantum;
  • Prepare requisitions and payment requests;
  • Assist the project team in developing the budget linked to the annual work plan and the implementation of project activities;
  • Prepare and monitor expenditure commitment and payment files for women’s CSOs, beneficiaries of the project;
  • Support the Technical Assistant in the preparation of financial statements, including statements of justification of expenses;
  • Ensure payment of workshop fees;
  • Prepare payment requests, fees and per diem for consultants and experts, settlement of supplier invoices and other;
  • Develop and monitor annual purchasing plans;
  • Monitor files for the acquisition of goods and services;
  • Contribute to the preparation of the project’s annual financial reports;
  • Maintain and classify files and folders relating to the project’s administrative and accounting documents;
  • Ensure the archiving of administrative and accounting documents for the project;
  • Perform any other tasks requested by the supervisor.

Administrative management:

  • Contribute to the preparation and drafting of correspondence relating to current affairs and ensure their transmission to their recipients;
  • Write reports of coordination and team meetings held within the project and ensure that the minutes are sent to all participants;
  • Ensure the archiving and classification of files and working documents, including electronic ones;
  • Record, scan, archive received and sent documents;
  • Support project team colleagues in administrative aspects related to project implementation (coordination meetings, workshops, joint visits, trainings and/or retreats among others); This may include booking travel and hotels, conference and meeting rooms, preparing travel authorizations and security clearances.

The incumbent performs other tasks within his functional profile which are deemed necessary for the proper functioning of the Office and the Organization.

Supervisory and Management Responsibilities: The incumbent will be part of a team of seven members of the Strategic Coordination unit. Under the direct supervision of the National Programme Coordinator, he/she works in collaboration with the Programme Assistant and the Finance Associate.

Required Skills and Experience

Education & Certification:

  • A Bachelor’s degree or equivalent in economics, social sciences, gender studies, development or a related field is required; Gender certification would be an added advantage.
  • A Bac + 2 diploma with three additional years of experience in the field would be accepted;
  • A gender certification would be an added advantage.

Experience:

  • At least two years of progressively responsible professional experience in the areas of design, planning, implementation, monitoring and evaluation of development projects;
  • At least four years of technical experience in gender issues, women’s empowerment;
  • Experience in coordinating and liaising with government, technical and financial partners, the private sector and civil society is an asset.
  • Experience in leading/managing interventions supporting women’s civil society organisations and networks is a strong asset.
  • Strong computer skills. Experience in using computer applications and software packages (MS Word, Excel, Quantum, etc.) is an asset
  • Experience working in UN Women or other United Nations system entities is an asset.

Languages:

  • Perfect command of French, the language of communication in Central Africa.
  • Knowledge of English is an asset.

Application

The total duration of the assignment is six months from the date of signing the contract. The work will be conducted at the UN Women office. In accordance with the “timeline: key deliverables”, all payments will be released to the Consultant following the review of the deliverables/work submitted to UN Women WCARO and approved by the UN Women Regional Advisor Women Peace, Security and Humanitarian Action.
