The World Health Organization (WHO), Nepal invites applications from qualified and experience Nepalese citizens for the position of COVID-19 Vaccination Program Technical Assistance Support (COVID-19 TA).
Background
The Government of Nepal started the COVID-19 vaccination program in Nepal with vaccination starting from 27 January 2021. As of 01 February 2022, Government of Nepal has vaccinated 55% with first dose and 47% with full dose/ second dose in total population. COVID-19 vaccination campaign is going simultaneously in all provinces for the first and second doses of Covishield/AstraZeneca, Sinopharm, and Moderna and Pfizer to specific target group as specified by Ministry of Health and Population (MoHP) as per the National Deployment and Vaccination Plan.
Government of Nepal has planned to vaccinate children and adolescent age group as well as booster dose vaccination for those who completed full dose and were vaccinated six months back. Government of Nepal aims to vaccinate 100% of ≥18 years population with full dose of COVID‐19 vaccine by mid of April 2022. Nepal has reached the milestone of vaccinating 40% of total population with full dose/second dose on 16 January 2022 and plans to accelerate vaccination to reach the target on time.. Government of Nepal has started vaccination for high priority-use group with booster doses (frontliners, ≥60 years population and moderately to severely immunocompromised persons) as per WHO SAGE roadmap for prioritizing use of COVID-19 vaccines. Further, there are plans to provide vaccination to 5-11 years age group, as well as to expand booster doses for other age groups after achieving high coverage in the high priority groups.
The Global COVID-19 Vaccination Strategy has target to fully vaccinate 70% of the total population in every country by mid-2022.
Objective of the position
The COVID-19 Technical Assistance, Operational Budgeting Support will prepare budgeting needs and calculations including micro-budgeting, allocations for all levels, support to relevant finance units and program of the Government (Family Welfare Division; Finance Section, Department of Health Services;), financial paperwork required for disbursements and funds release is conducted and achieved timely and support is provided to COVID-19 Vaccination Program
DESCRIPTION OF DUTIES (TOR)
Under the direct supervision of the Immunization Cluster lead and under the overall guidance of Medical Officer and Team Lead IPD, the COVID-19 TA, OBS will perform following functions. The incumbent will be located in Central Office as per the program needs of WHO-IPD.
- Develop the budgeted financial micro-plans for vaccination including plans for other relevant components such as demand generation and safety surveillance
- Support in calculation of financial and human resources required for COVID-19 vaccine deployment and vaccination operations and phases including number of days for deployment and vaccination operations.
- Support in calculation of logistics required for COVID-19 vaccination operations and phases including distribution plan, for requirement by population, geography, and health facilities.
- Conduct micro-budgeting required for all levels (from federal to ward/health facility level) by all activities and sub-activities and make allocations for each level up to local level.
- Support to use government formats and processes for timely disbursement of funds.
- Coordinate with Finance Section, Department of Health Services, and Financial Comptroller General Office for required paper-works, and financial processes for successful planning and implementation of COVID-19 vaccination.
- Regular and necessary coordination with relevant government officials and ensure timely funds distribution from federal level and receipt at the sub-national level.
- Monitoring of logistics and funds distribution from federal to sub-national levels and inform to FWD (program division) immediately if any urgent intervention required.
- Development and implementation of necessary tools (tracking sheets) to track key activities of COVID-19 vaccination as well as distribution of funds and logistics
- Provide technical support for COVID-19 vaccination program as per need and provide monitoring support.
- Financial data and report collection support
- Provide required support for collection of necessary information, data and report (financial) of COVID-19 vaccination program as per need as requested by Family Welfare Division, Department of Health Services, and WHO-IPD central office.
- At all times work closely with relevant government health authorities at national and sub-national levels and WHO-IPD central and field offices in planning of resources (human, financial) and logistics for COVID-19 vaccination program.
- Perform other tasks as assigned WHO-IPD
- Submit periodic activity report and detailed achievement report on end of assignment.
REQUIRED QUALIFICATIONS
Education:
Essential: Bachelor’s Degree in Economics / Mathematics / Finance from recognized university
Desirable: Postgraduate in Economics / Mathematics / Finance / Population / Demography related studies
Experience:
Essential: At least 5 years experience in budgeting and costing of Public Health Programme
Desirable: 7 years experience in budgeting and costing of Public Health programme out of which minimum 5 years experience in Immunization at National Level.
Functional Skill and knowledge:
Good interpersonal skills, able to work as a team member in a multi-cultural environment. Ability to travel within the country and to perform practical hands-on field work. Ability to participate actively and cooperatively in knowledge sharing and policy forums at various levels and also to coordinate with the GoN agencies. Good knowledge in vaccine and immunization sector. Very good analytical skills including ability to collect and analyse technical data and information and to draw and present conclusions in written and spoken form. Very good writing skills in English, including ability to write clear and concise progress reports, analytical reports, plans and proposals.
Other Skills:
Proficiency in Microsoft Office: word processors, spreadsheets and other data processing, presentation programmes, Outlook and Internet and email is essential.
Proficiency in Statistical / Epidemiological Analysis software desired.
Able to follow instruction and work independently would be an assets.

REMUNERATION:
