Job description

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation company for sustainable development that operates on all continents of the world. We mainly act on behalf of and on behalf of international clients, i.e. governments of partner countries and international institutions or private companies.

GIZ International Services is currently preparing to respond to the call for tenders funded by the European Union (EU): “PADL, Local Development Support Project”.

The general objective (impact) to which this action contributes is the promotion of local development in Cameroon, through a contribution to the sustainable growth of the rural sector.

The specific objective of this contract is to support the Cameroonian Government and the Decentralized Territorial Communities with a view to improving:

(i) the adaptation/mitigation of communal production systems to climate change, through an inclusive approach, and

(ii) financial governance of decentralization actors through a participatory, inclusive and gender-sensitive approach.

 

Your tasks

The expert provides technical support to MINDDEVEL and FEICOM, the umbrella organizations of the CTDs, and to MINEPDED and other sectoral ministries. He/she supports these partners in the missions gradually identified by the national party and the DUE, including, but not limited to, the following tasks:

  • Overall, technical support to MINDDEVEL, FEICOM, CTDs, and MINEPDED (and other sectoral ministries) in terms of responsible and sustainable management and administration of territories
  • Strengthening training offers to CTDs and capacities and support for the budgeting of pilot CTDs (possibly via dedicated training structures to evaluate/strengthen), their elected representatives and their agents in the effective exercise of good local governance, and transferred skills relating to themes particularly targeted by the program
  • The development or updating of guides and practical tools for exercising certain skills or good governance
  • Support to FEICOM for the development, structuring and procedures of the climate window created within the framework of the PADL
  • Support for the development, strengthening and operationalization of climate action by Decentralized Territorial Communities, and the implementation of the SDSR/PNIA and contribution to its monitoring at the national and decentralized level
  • Support for the identification and mobilization of climate financing accessible to CTDs
  • Support for the definition, structuring and implementation of a mechanism for monitoring climate and environmental aspects (MRV) applicable at the decentralized level and linked to the mechanisms developed at the central level
  • Coordination with MINFI services, in particular the services responsible for medium-term budget and expenditure frameworks, budget programming and the execution of transfers

Your profile

Qualifications and skills:

  • Minimum of a University Master’s degree (BAC +5)
  • Degree in rural development, environment, political science, economics or social sciences, development economics or any other related field
  • Perfect command of French and English (minimum level C2 in French, C1 in English)
  • Excellent communication and writing skills
  • Excellent interpersonal communication and management skills in multicultural contexts

 

General professional experience:

  • Minimum 12 years of experience in rural development, local governance, local finance and/or environment/climate change
  • Minimum 10 years of professional experience in capacity building of national or decentralized executives of Ministries, local authorities or other institutions on decentralization programs, rural development, climate change, local public finance management or equivalent
  • Professional experience that integrates gender equality or the participation of women in decision-making processes in a transversal or specific manner

 

Specific professional experience:

  • At least two experiences in providing advice on strategic change, institutional and organizational development
  • At least two experiences in the field of rural development and/or climate change
  • At least two experiences in capacity building – training – coaching
  • At least two experiences in sub-Saharan Africa
  • At least one experience in conducting policy dialogue with national authorities
  • Assets: Experience/knowledge of budget support modality, including support to policy dialogue, would be considered an asset.

 

Location information

The operational base of the programme is established in Yaoundé, where the relevant ministries are located. However, the team will have to make itself available to travel to the field, to the ten pilot communes or across the country, depending on the needs related to the programme activities.
