Background
The situation in Somalia remains fragile with continued political instability, climatic variability, and lack of basic social services. OCHA’s role is to coordinate effective and principled inter-agency humanitarian response and ensure that relief assistance reaches the people who need it in a timely manner. In line with OCHA’s global mission, OCHA Somalia’s priorities are:
Maintain effective humanitarian coordination while reinforcing the collaboration and relationship with the government.
Enhance advocacy for effective humanitarian financing.
Improve safe, timely and unimpeded access to people in need in hard-to-reach or underserved areas through access and civil-military coordination approaches.
Ensure that the implementation of the Centrality of Protection (CoP) Strategy is at the core of humanitarian action and bringing forward the Grand Bargain commitments in Somalia.
Increase efforts towards joined-up analysis, planning and programming with development and peace actors
Duties and Responsibilities
The Finance intern reports to the Finance Analyst-UNOCHA Somalia. With delegated authority, the Finance Intern will be responsible for:
Assisting with financial aspects of SHF allocation process:
Regular follow-up with Implementing Partners to obtain financial reports.
Review of interim and final financial reports and supporting documents to ensure compliance with the signed SHF agreements, budgets and guidelines.
Follow up on disbursement of funds and refund of balances from partners.
Review of grant agreements and supporting documents to ensure accuracy, consistency, reasonableness, compliance with the United Nations Financial Rules and Regulations (UNFRR) and the Country-based Pooled Funds (CBPF) Guidelines.
Receipt & review of audit reports from contractors and ensure projects records are updated as necessary.
Provide support with project revisions and no-cost-extension requests.
Providing support in Implementing the financial aspects of the SHF Accountability Framework:
Participate in conducting financial spot-checks and monitoring in line with the SHF operational modalities.
Facilitate and provide support during audits, including notification of partners, sharing of pre-audit documents with auditors and closure of audits in the grants management system.
Liaise with partners, SHF/HFU staff and other third parties in verifying expenditure supporting documents during spot-checks and audits.
Providing support in knowledge-building and knowledge-sharing on finance with the SHF implementing partners:
Identify and synthesize best practices, lessons learned and recommendations to be integrated into fund management efforts and channeled into decision-making processes;
Promote of awareness on SHF guidelines, operational manuals, clauses in partner agreements, UNFRR and best practices;
Plan and participate in trainings to implementing partners and other stakeholders.

Required Skills and Experience
Applicants must at the time of application meet one of the following requirements:
Be enrolled in a graduate school programme (second university degree or equivalent, or higher);
Be enrolled in the final academic year of a first university degree programme (minimum Bachelor’s level or equivalent);
Have graduated with a university degree (as defined in (1) and (2) above) and, if selected, must start the internship within one-year of graduation.
Language:
Fluency in English.

Duration:
Internship assignments vary in length according to the availability and academic requirements of the intern, as well as the needs of UNOCHA. However, duration is from six weeks to six months.
Status:
Interns are considered gratis personnel. They are not staff members.
Interns may not be sought or accepted as substitutes for staff to be recruited against authorized posts.
Interns may not represent UNOCHA in any official capacity.
Third-party claims:
UNOCHA is not responsible for any claims by any parties where the loss of or damage to their property, death or personal injury was caused by the actions or omission of action by the interns during their internship.
Interns’ Expenses:
All costs connected with an intern’s participation in the Programme must be borne by:
The nominating institution, related institution or government, which may provide the required financial assistance to its students;
The student, who will have to obtain financing for subsistence and make his/her own arrangements for travel (including to and from the office), visas, accommodation, etc.
Insurance
UNOCHA accepts no responsibility for the medical insurance of the intern or costs arising from accidents and illness incurred during an internship. As interns are not covered under any insurance, including MAIP, they should not travel to hazardous locations in the course of their internship with UNOCHA.
Applicants for internship must show proof of valid medical insurance for the duty station for which they will work. It must include adequate coverage in the event of an injury or illness during the internship which:
Requires transportation to the Home Country or Country of Residence for further treatment; or
Results in death and requires preparation and return of the remains to the Home Country, or Country of Residence.
