Context: Under the overall supervision of the Regional Director, and in close coordination with relevant units at the Regional Office, the candidate will be IOM’s principal interlocutor with the Government of Estonia and relevant diplomatic and UN representatives, local and international NGOs as well as private sector.
The Head of Office will be responsible and accountable for developing and promoting IOM’s Strategic vision and programming in Estonia within the overall regional Framework and Strategy. In addition, s/he will be responsible for keeping the Regional Office (RO) and Headquarters (HQ) Units informed of relevant government concerns, emergencies, and programmatic developments. S/he will also be responsible for developing new projects and programmes in the country for planning the development and implementation of the Organisation’s activities in Estonia and for managing the related budgetary, financial, and administrative functions of the Country Office.
Core Functions / Responsibilities:
- In coordination with relevant Unit/Thematic Regional Specialists at the Regional Office facilitate and provide programme management support to the County’s Office programmes and projects.
- Develop and manage new project opportunities in close coordination with relevant stakeholders in areas of concern to the Government and Initiate fundraising activities for programmes and projects; manage the results and ensure full accountability for resources granted to IOM; ensure that signed agreements are followed and adhered to.
- Act as IOM’s main interlocutor in the Country, while maintaining an open dialogue with governmental authorities, relevant ministries, diplomatic missions, UN agencies, national, international and regional institutions as well as non-governmental organizations and voluntary agencies.
- Promote IOM’s overall mandate and strategy and its full range of services in Estonia and keep the Regional Office in Brussels and HQ informed of relevant country specific concerns, as well as policy and programmatic developments.
- Provide technical guidance to government-related institutions to fulfill their roles through coordinated actions with other humanitarian actors and assure that all affected people have access to assistance in the aftermath of emergencies as well as in emergency preparedness responses.
- Promote inclusion of conditions and eligibility rules in national regulations pertaining to the implementation of EU shared management funds that are commensurate with the status and particularities of International Organizations. Negotiate with relevant national authorities related to contract conditions in alignment with and recognition of IOMs rules and procedures. 7. Manage and monitor the implementation of IOM programmes in Estonia and recommend potential areas of improvement.
- Supervise the related budgetary, operational, administrative, human resources and financial functions of the Country Office in line with the Organisation’s regulations and procedures. Analyse operational and administrative activities of the Country Office and prepares recommendations with a view to increasing their effectiveness and streamlining procedures and ensure consistency with institutional policies and guidance.
- Recruit and build capacity of Country Office staff.
- maintain and further develop liaison and close working relations with national and local governmental authorities, diplomatic missions, UN agencies, regional, nongovernmental and international organisations as well as donors and media.
- Supervise and monitor the implementation of projects and operations in Country in different programmatic areas and prepare progress reports as required. Provide guidance and information, analyse operational procedures and projects effectiveness.
- Promote and support the participation of Government representatives in global dialogues and processes.
- Prepare regular and special reports covering activities in Estonia as well as briefings and background information requested by the Regional Office, HQs, the Government and other entities.
Required Qualifications and Experience
Education
- Master’s degree (or Higher) in Political or Social Sciences, Law and/or International Relations or a related field from accredited institutions with 5 (five) years of experience; or
- Bachelor’s degree or equivalent in any of the above fields with 7(seven) years of work experience required.
Experience
- Proven supervisory and managerial experience;
- Experience in humanitarian and development programmes for migrants and capacity-building activities;
- Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;
- Familiarity with financial and business administration;
- Experience in development, implementation, analysis and evaluation of programs and protocols; team leading and program management including budget planning and monitoring; • Experience working in Estonia is an asset
- Knowledge of migration in the Baltic region is an asset; and.
- Previous experience working with IOM and with UN specialised agencies is an advantage
Skills
- Knowledge of financial rules regulations;
- Sound and proven understanding of internal and international migration issues in Country and related issues; and,
- Ability to plan, prioritise and apply critical thinking;
Languages
For all applicants, fluency in English and Estonian is required (oral and written).
Desirable
Working level of any other of the UN official languages is an advantage.
