Job Description

The HSS Assistant will assist the function of the HSS Department of NRC in Cameroun in all of its operational aspects.

Responsibilities

Generic responsibilities

Adhere to NRC policies, tools, handbooks and guidelines

Assist with the implementation of the function of the HSS Department

Promote and share ideas for improvement of the HSS department

Ensure efficient, effective and secure safety and security related data storage

Ensure NRC Yaoundé office has full overview of all official movements in country and staff whereabouts at any given time and ensure the country program is well equipped to maintain this standard

Assists HSS Manager in its functions on all operational aspects (Compliance, Analysis, Networking and actors mapping, Minimum Standards, MOVCON…)

Cover for AO HSS function as per need and when required

Travels in all NRC operational areas when required with specific Terms of References

Specific responsibilities

Responsible on Movement Control (MOVCON) in all NRC operational areas in Cameroon

Monitor all NRC official movements in Cameroon within and between field locations and Yaoundé on a daily basis and makes all necessary recordings

Conduct Rapid SRA assessments and drafts reports in all NRC operational areas as delegated

Ensures compliance to MOSS/MOISS of all NRC operations and infrastructures to Cameroon

Replaces HSS function in all NRC operational areas as delegated and as per need

Maintains and updates regularly detailed external contact list

Keeps updated Emergency Communication Tree per AO and CO

As per delegation by HSS Manager acts as a designated supervisor for guard service in Yaoundé and monitors quality of service.

Monitors the context and security situation in Cameroon and reports any changes to HSS Manager

Drafts incident reports and submits to HSS Manager

Drafts weekly SitReps and submits to HSS Manager

Drafts any other ad hoc reports as per need

Prepares procurement documents for asset acquisitions

Under the direct supervision of HSS Manager, initiates, plans and conducts HEIST and FFA trainings for all staff in Cameroon (under the condition that the position holder is certified trainer by NRC HO Training Unit). Otherwise, assists the certified trainer to conduct all above mentioned trainings.

Prepares training reports and lessons learnt

Prepares and conducts HSS briefings for newly recruited staff as well as refresher briefings on SRA, HRE and context

Other tasks and responsibilities delegated by HSS Manager as per operational needs

Qualifications

Generic professional competencies:

Experience from working in a support function in a humanitarian/recovery context

Previous experience from working in complex and volatile contexts

Good pedagogical capacity

Suitable certified Field First Aid and HEAT/HEIST trainer

Documented results related to the position’s responsibilities

Good knowledge of English and French

Familiar with Microsoft Excel and Word mainly

Context/ Specific skills, knowledge and experience:

Good understanding of the geography and road networks of the country

Good understanding of the current context of the Cameroon

Experience in managing data bases, contact lists, filing.

We offer:

Beginning: April 2022

Contract Duration: Fix term contract of six months

Duty Station: Yaounde with 25% of field Travel

Salary and Benefits: Grade 4 step 1 NRC Cameroon Salary Grid
