Country Administrative Support Units (USCs) have been established in the organizational structure to assist managers and staff to fully assume their responsibilities in the Global Management System (GSM) environment and to ensure compliance with institutional policies, procedures, rules and regulations on all administrative and financial matters and transactions in the context of an integrated management software (ERP) system.
DESCRIPTION OF DUTIES
- Advises the Head of the WHO Country Office (WHO Representative) for effective decision-making on ICT issues; is the lead for ICT activities at the WHO country office level;2. Ensures the implementation of WHO’s ICT strategies, as well as the implementation and execution of new technologies focused on achieving results. To achieve this, the incumbent will: ensure compliance with institutional information management, information security policies, technology standards, guidelines and procedures for the country office’s technology environment; participate in the development and implementation of the annual ICT plan and standard operating modes of information and communication technology services; and participate in the technical evaluation of draft programmes (ICT component) and meetings related to information and communication technologies.3. In collaboration with the ICT Management Team at the Regional Bureau for Africa, the ICT Officer ensures the smooth functioning of the country office’s ICT infrastructure with a view to achieving results, namely: ensuring the efficient operation, installation and maintenance of all WHO IT equipment, including the acquisition of information technology consumables and the management of service providers; performing specific technical functions, including the replacement of electronic components (disks, storage devices, network cables, power supplies, etc.) and common repairs not covered by a warranty;install commercial software and software developed by WHO, as well as antenna releases, in accordance with relevant global policies;4. Coordinates the installation and maintenance of all IT equipment and software, in accordance with the standards prescribed by the WHO Regional Office for Africa for ICT management;5. Ensures continuous and efficient IT services in the office; manages software and updates;6. Installs and maintains the local/extended network (LAN/WAN) and data transmission systems in accordance with the ICT standards defined by the WHO Regional Office for Africa (Windows Operating System 7/8/10/Server 2008/2012, TCP/IP, Ethernet, VPN, PIX, Firewall, Proxy server, VSAT, VoIP, SNMP. DNS, DHCP, etc.); 7. Establishes and ensures the security of the IT infrastructure (in this case protection against hacking and viruses, power outages, fires, etc.); ensures a regular backup on a server of the data files; establishes and wants to maintain data recovery procedures in the event of a computer disaster;8. Method for inventorying computer equipment and software; maintains, diagnoses problems and repairs computer equipment; prepares and shares a quarterly report on the inventory of computer equipment, as well as a monthly activity report;9. Provides in-house training or support to staff members on the use of computer equipment (computer accessories) and software;10. Provides assistance in the design and implementation of database and other computer applications;11. Coordinates the activities of external consultants; liaises with other agencies of the United Nations system and external partners on information and communication technology;12. Performs other related duties assigned to him/her.
REQUIRED QUALIFICATIONS
Education
Essential: A university degree in electronics, communications engineering or computer science.
Desirable: A postgraduate degree in telecommunications and information technology management, or other related specialty.
Experience
Essential: At least one year of practical experience in the field of information and communication technology administration. A good command of the WHO integrated management system (GSM-Oracle) or similar integrated management system; experience in training staff in the use of information systems.
Desirable: Experience in the field of integration of voice-data communications – local network (LAN) design, maintenance and troubleshooting of router configuration, IP address systems, Internet/tunneling.
Skills
A very good knowledge of LAN and TCP/IP networks, Windows 7/8/10, Windows 2008/2012 Server, Microsoft Active Directory. Good knowledge of computer security, including firewalls and antivirus protection. Good knowledge of data backup and disaster recovery procedures. Good knowledge of database programming. A mastery of the administration of telecommunication systems, for example PBX. A ability to analyze and solve problems. A capacity has drafted technical documents.

REMUNERATION
Remuneration comprises an annual base salary starting at XAF 18,719,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
