BACKGROUND AND PURPOSE OF ASSIGNMENT

In Somalia, the World Food Programme provides food assistance for nutrition, livelihoods, and relief through the hard work of more than 500 employees who contribute to make Somalia hunger free in close partnership with local partners.

The WFP Somalia Country Office (SOCO) is currently engaged in various infrastructure projects in support of its operations in Somalia. These include multi-million-dollar projects which can include Port infrastructure, Offices and Accommodation, Warehouse Compounds, Airstrip projects, School feeding infrastructure projects and Medical facilities for example. An experienced engineer is required to lead the Country Office engineering team to plan, design and implement these types of projects and will provide construction and engineering expertise overall to the WFP Country Office and its partners.

The successful candidate will report to the Head of Administration and Support Services at Country Office level with a technical reporting line to the Chief Engineer, WFP Engineering at HQ in Rome or designate.

KEY ACCOUNTABILITIES

The duties shall include but are not limited to the following:

Provide technical advice and support in the implementation of WFP policies, standards, norms and practices including procurement procedures related to construction activities and engineering services to ensure that outputs meet the established quality standards and are compliant with wider WFP policies, procedures, guidelines and operations.

Provide engineering and project management services, apply best practices, standards and innovative technologies, incorporating country-specific technical requirements that comply with WFP standards and processes.

Manage and conduct analysis of project proposals to ensure business case and technical feasibility and that project objectives are attainable within prescribed resources.

Conduct engineering site assessments of WFP facilities and develop remedial plans to ensure suitability to operational purposes, safety, and efficiency of structures and equipment in line with WFP policies, criteria and standards.

Prepare accurate and timely reporting on outputs to facilitate informed decision-making and consistency of information presented to stakeholders.

Provide technical guidance that supports a successful construction procurement process.

Participate in discussions with partners, donors and stakeholders, exchange knowledge and experience, keeping abreast of construction and engineering technologies, to ensure implementation of innovative engineering solutions.

Build the capacity of engineering team to facilitate the continued development and high performance.

Establish and maintain partnerships with internal and external clients to effectively meet clients’ expectations.

Contribute to preparedness actions, providing technical recommendations and guidance and monitor the management of risks.

Perform other duties as required.

OTHER SPECIFIC JOB REQUIREMENTS

Manage the outsourcing of project elements to suppliers on Long Term Agreements ensuring the quality and timely delivery of designs and ensuring appropriate design review procedures are implemented.

Coordinate design development with the relevant stakeholders, holding review workshops and gaining approvals for design. This may include functions such as Security, ICT, Logistics, Programme, SMT, Administration as well as HQ functional areas where required in accordance with WFP rules and procedures.

Lead market research, undertake, review and analyze feasibility studies, preliminary or detailed designs (preparing, writing and assembling drawings, schematics, masterplans, design calculations and reports, technical specifications) which require a detailed knowledge of the international standards and codes. c6HVUEI CWdGUx

Ensure projects adhere to sustainable and enduring outcomes, and value for money; Manage contracted services or works, ensuring outcomes to budget, quality and time; make recommendations in relation to risk management and the proper application of contractual conditions.

Team leadership in respect of assigned tasks, mentoring and guidance to more junior or more inexperienced staff.

Ensure business continuity is achieved in period of absences.

Oversee and monitor accurate and timely records and document management; quality assurance and quality control procedures for all assigned tasks.

Undertake inspections and visits to project teams in the field to review, support or provide guidance to engineering teams in various project locations.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Civil Engineering or related Engineering discipline, or First University degree with additional years or experience and/or advanced training/courses. Accreditation to “Professional Engineer” or “Chartered Engineer” status, or recognized equivalent by an appropriate national or international regulatory authority. An accredited Project Management qualification is desirable.

Experience: Candidates will require a minimum of 5 years of relevant post-graduate engineering experience on medium/large engineering and construction projects; or with a multi-disciplinary engineering design and project management organisation, at increasing levels of responsibility. Candidates will need to demonstrate experience of working as an engineer within or for the Humanitarian Community in a hardship posting.

Knowledge & Skills:

Experience in planning and organizing; managing work programs and objectives, staff and budgets, and liaison with stakeholders/donors.

Flexibility and willingness to travel extensively in Somalia with a good knowledge of political, economic, social and cultural environment of this region.

Has developed good knowledge in engineering specializations (e.g. seismic, environmental, geotechnical, blast, fire or security and safety engineering).

Worked on a number of design and/or construction projects and have taken responsibility for work elements which have been assigned.

Proven experience in engineering design, quality control, and supervision of works.

Proven experience in leading critical aspects of the project management cycle.

Proven experience of public procurement processes; international contract formats and construction management procedures.

A high level of computer literacy, as well as competency and practical knowledge of AutoCAD 2D, digital surveying techniques and software, and Microsoft Project.

Language: Fluency in oral and written English is required.

TERMS AND CONDITIONS

Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period for up to 4 years and is open to all nationalities (for HQ and RBs) or candidates must be a national of a country other than the country of assignment (for Country Offices).

The position is based in Garowe, Somalia and the selected candidate will be expected to relocate (with frequent travel inside Somalia). Incumbents of LFT positions are not eligible to apply for other mobile positions advertised internally through the Reassignment.
