Mission and objectives

The Resident Coordinator’s Office supports the work of the UN Resident Coordinator and coordinates activities of the UN Country Team in its engagement with the Government as defined by the UN Development Assistance Framework (UNDAF). Kenya is currently implementing UNDAF 2018 – 2022, which is the medium-term results framework that describes the response of the UN system to national development priorities. UNDAF describes how the UN country team will contribute to the achievement of development results based on a common country analysis and the UN comparative advantage. The Resident Coordinator is leading and strategically positioning the United Nations country team in Kenya to respond to the current national priorities, mainly to Kenya’s Vision 2030, Medium-Term Plan III and the Big Four Agenda. The Office has five core functions: Strategic Planning Economics Partnerships and development finance Data and results management and reporting Communications and advocacy

Context

The Government of Kenya and UN System established in 2017 the SDG Partnership Platform in collaboration with development partners, private sector, philanthropy, academia and civil society including faith-based stakeholders. The Platform has become a flagship program in the United Nations Development Cooperation Framework (2018-2022) and will take leadership on overarching facilitation, coordination and demonstration of how public private collaborations can effectively translate the SDGs into action on the ground and thereby guide unlocking of new SDG financing and optimization of SDG resource utilization, with as result leapfrogging of SDG impacts. The Platform will focus on four key strategies: 1. Joint advocacy and policy dialogue to create an enabling environment that helps partnerships thrive. 2. Identify and broker large scale public private collaborations in support of the Government’s BIG-4 agenda contributing to the broader SDG agenda. 3. Raise required investments for the collaborations through optimizing a diversity of blended financing instruments and redirection of capital flows towards SDG implementation, engaging a range of partners from public and private sector, philanthropy and civil society. 4. Facilitate monitoring and evaluation, learning and research to inform best and promising policy and practices for SDG partnerships. The UNV will work in close collaboration with the rest of the SDGPP team as well as Government, private sector, NGOs, bi laterals and multilateral and other partners.

Task description

Under the supervision of the SDG Partnership Platform Coordinator (UN RCO) and Primary Health Window lead, the UN Volunteer will undertake the following tasks: Monitoring and Evaluation 1. Develop and strengthen monitoring and evaluation procedures 2. Develop logical frameworks and theories of change for all SDGPP Windows and improve existing ones 3. Develop monitoring and impact indicators for project success 4. Monitor and evaluate overall progress on achievement of results and sustainability of project results 5. Provide feedback on project strategies and activities 6. Suggest strategies for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks 7. Develop monthly progress reports 8. Provide inputs, information and statistics for relevant reporting as necessary 9. Assist the project personnel with M&E tools and supporting their use Operational support to programme and project implementation 1. Manage program implementation and take corrective timely actions as required in consultation with the Coordinator and SDGPP Window leads 2. Facilitate cooperation required within inter-UN agencies for support, logistical coordination and alignment to various UN procedures 3. Monitor and analyze the operating environment, timely readjustment of the operations, advice on legal considerations and risk assessment 4. Knowledge building and sharing with regards to management and operations at the SDGPP/RCO, synthesis of lessons learnt/best practices, and sound contributions to UNCT knowledge networks and communities of practice Financial resource and procurement management 1. Establish SDG-efficient management of finance, procurement and logistical services in line with UN guidelines and procedures including development on internal SDGPP processes 2. Lead on the day-to-day operational management of the SDGPP-run project including managing SDGPP procurement processes and budgets 3. Drive the successful delivery of procurement plan, financial management, due diligence processes 4. Oversee management of projects assets, facilities and logistical services 5. Estimate financial resources necessary for the SDGPP/UNRCO to deliver the commitments under the UNDAF. Streamline the coordination mechanisms between the different financing instruments Results/Expected Outputs:

Relevant and regular M&E tracking and operations and financial reports on SDGPP prepared and provided for donor reports and UNIFO linkages as well.

Train SDGPP staff on using M&E processes and tools

Theories of Change and Log Frames adapted/developed

Programme implementation and financial management supported

Age: 27 – 80

Nationality

Candidate must be a national or legal resident of the country of assignment.

Requirements

Required experience

3 years of experience in the design and implementation of M&E/MIS in development projects

Experience in designing tools and strategies for data collection, analysis, and production of financial and narrative reports

Experience in grant management and project cycle management

Experience reviewing and evaluating project proposals

Proven ICT skills especially with regards to database and statistical software c6q4wyz CWdGUx

Experience working in the UN System or working with a Development Partner is an asset

In-depth knowledge on MIS, M&E and development issues

Knowledge of monitoring and application of methodology; good understanding of capacity assessment methodologies

Knowledge of programme and operations management

Required education level

Bachelor degree or equivalent in Business Administration, Finance, Economics, Statistics or a related field. Advanced certificate in Monitoring and evaluation will be considered an asset

The Republic of Kenya is an equatorial nation on the coast of East Africa, neighbouring Somalia, Ethiopia, Sudan, Uganda, Tanzania, and the Indian Ocean. Kenya has two levels of Government; National Government and 47 sub-national Governments called Counties. Counties are further divided into sub-counties. Kenya is a multi-party state with Executive, Legislative, and Judicial branches. Kenya’s population of more than 40 million is growing at an annual rate of 2.2%. The country’s GNP per capita estimated at purchasing power parity (PPP) is $975, and the GNP is growing at an average rate of 0.1% annually. More than 26% of Kenya’s people live below the international poverty line of $1 per day. Kenya’s main food crops are “maize, wheat, pulses, roots and tubers.” (FAO). Nairobi is a modern metropolitan city where most basic goods and services, health facilities, public transport, telecommunication and banking services and educational facilities are readily available. The city is widely connected through its main airport, Jomo Kenyatta International Airport and the smaller Wilson Airport. Air transport is also available to many up country destinations. The city is home to some 3,000 UN personnel mainly attributed to the fact that it serves as the headquarters for both the UN HABITAT and UNEP. The socio-economic and cultural background of the immediate society the UNV would be living and working in is diverse and prevailing security conditions at the place of assignment is modest. The topographic and climatic features of the assignment location is highland cool and warm tropical climate.
