Since then, we have grown to become the largest national humanitarian and development organization in Somalia with nearly three decades of experience providing relief and support services to those most affected by the joint forces of war and famine.
Position: Program Development Specialist
Contract Length: 12 Months
Location: Mogadishu
The Program Development Specialist (PDS) is responsible for spearheading ZamZam Foundation’s fundraising strategies and leading on proposal development for strategic funding opportunities.
The job role holder is responsible for designing winning grant proposals which are strategically aligned to ZZF Strategic Plan, responsive to donors and technically sound. S/he coordinates and leads work across departments, especially with technical leads in developing innovative proposals.
The Program Development Specialist assists in securing new programs by coordinating or leading proposal development processes, including the generation of new programming concept notes and proposals, ensuring that necessary internal approvals are granted, and that budget and narrative requirements are met. The PDS Advises program team on donor requirements and regulations to ensure all programs are compliant with ZZF’s internal and donor regulations.
He/She is the main focal point for timely submission of all program reports including, reports submitted directly to donors and other external reporting along with communication pieces that respond to partner and donor needs.
Job Responsibilities
Proposal Management
Leads in writing and submission of high-value, strategic and/or complex proposals from a range of donors, including development of log frames, in coordination with Program teams.
Sets and tracks proposal development timelines and ensures coordination amongst relevant teams–MEAL, Programme Operations, Finance, Human Resource, and external stakeholders (if relevant).
Establishes internal timelines, draft and review concept notes and project proposals with input from program and MEL team members.
Leads project design workshops and consultation meetings with internal and external stakeholders.
Supports the contextualization of technical input during proposal writing process and support incorporation of local priorities and knowledge into proposals and concept notes.
As focal point for proposal development, provides necessary support and inputs as required and representation at meetings/workshops.
Ensures that Programme Quality Framework is addressed in all new proposals and that key elements of programme quality are included (e.g. lessons learned from past proposals, accountability, risk assessments, effective partnership strategy, etc.).
Ensures all expressions of interest, concept notes and proposals are reviewed by Program Director and heads of departments for quality assurance, are approved accordingly and are submitted to donors in the required format and in a timely manner.
Leads on development of concept notes and proposals bank for ZZF’s programs and campaigns priorities, including ensuring a healthy program pipeline.
Develops ZZF’s profile for donor engagement on program priorities in the form of one/two-pager presentation, including videos and photos etc.
Ensures proposals and program reports comply with donors’ and ZZF’s requirements and best practices.
Develops a robust local network to understand funding requirements and awareness of timely funding opportunities.
Liaises with program and Operations teams in development of budgets for funding proposals.
Donor Engagement
Provides mapping and analysis of potential partnerships with corporate and local institutional donors that strategically align with ZZF’s Strategy and Partnership Strategy. This includes providing essential information and technical analysis to support identification of grant opportunities.
In partnership with the Director of Program, Executive Director and Heads of departments, help build strategic relationships with key stakeholders, peer agencies and donors that lead towards funding opportunities.
Helps build relationships with potential partners, including international and national NGOs to pre-position for future funding opportunities.
Develops a system for tracking potential and current donors, and upcoming strategic funding opportunities.
Develops a partnership strategy and coherent approach to partnership for decision-making for business development.
Interfaces with Director of Program and management of ZZF to keep abreast of donor strategic priorities, specific requirements, and deadlines.
Leads the strategic evaluation process for new funding opportunities.
Program Reporting & Communication
Ensures thorough understanding of relevant ZZF’s internal and donor policies, regulations, and procedures across the team and provides training on the same accordingly.
Leads in summarizing compliance requirements of grants issued under each donor and communicates these requirements to the program team.
Works closely with finance and operations departments in developing and sharing grants compliance checklists with program staff for implementation.
Establishes and oversees reporting workflows and processes including, timelines and support, coordination, review, approval and timely submission of quality program, donor, and MEL reports in adherence with grant agreements and internal standards.
Keeping track of grant start and end dates and ensuring all reporting deadlines are met.
Leads in the consolidation of all donor reports for ZZF’s programs with input from Director of Programs, MEL Coordinator, Program Heads and Executive Director.
Facilitates training for program and operations staff on proposal development, report writing, grant management and information management.
Collects and organizes key project management tools and documents and manage grant administration, including overseeing electronic filing systems for key program documents (donor agreements, proposals, approved budget, work plans, etc.) and sending reminders when needed.
Leads and develops materials such as ZZF’s statements, policy briefs, strategic plan, stakeholder presentations and other publications as needed.
Leads in dissemination of literature reviews, secondary data analysis and synthesis for papers, proposals, and representations, as appropriate.
Leads in collecting, analyzing, and reporting on relevant indicators for donor reports.
Develops and disseminates learnings of SNC work and activities.
Leads in the collection of positive impact stories and photos from projects and prepare them to be used for shared learning.
Together with the communications team, harmonize and standardize existing data collection, analysis and reporting tools and systems in line with the ZZF best practices.
Contributes to program design by ensuring adherence with minimum standards, including the use of standardized indicators and documentation methodologies.
Supports and facilitates the use of evidenced data for management decisions.
Shares through the routine monthly meetings the status of projects implementation, quality related concerns and highlight project performance.
Supports analyzing the publication of ZZF ‘s information products.
Represents ZZF in donor meetings and other external meetings.
Experience and Qualifications:
BA/S or equivalent in social science, rural development, humanitarian affairs, international development or another relevant field.
5+ years’ experience in an NGO environment with at least 2 years of significant field operations experience running both emergency and development program.
Multi sectoral and multi donor funded grants including leading in proposal development and donor reporting in emergency/post conflict environment.
Experiences and working knowledge of Commercial contracts.
Experience working in fragile contexts.
Essential Skills
Prior experience and knowledge of traditional and non-traditional donors, grant management, including regulations, procedures, and requirements.
Familiarity with key International Humanitarian Standards and Partnerships such as Sphere Project, Core Humanitarian Standards, Humanitarian Accountability and Partnership, ALNAP and IASC.
Experience with advocacy to institutional donors, corporate/foundation partners.
Demonstrated capacity to work with minimal supervision and maintain a high level of initiative and engagement.
Proven experience in high quality production of reports and analysis
Demonstrated capacity to recognize when and where proactive action is required and to initiate timely and appropriate action.
Fluency in written and spoken English required.
Strong communications skills with exceptional ability to articulate complex issues in a clear comprehensible manner to a wide variety of stakeholders.
Excellent writing skills, Ability to deliver high quality reports with short deadlines.
Excellent Computer Skills
Ability to work in a multi-cultural environment.
Ability to work under immense pressure, ability to multi-task and juggle several tasks and relationships at one time.
Excellent communication skills, experience in representing an organization.
