Organisational Setting and Reporting

The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN

General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The position is located in the Land, Housing & Shelter Section of the Urban Practices Branch (UPB) with the Global Solutions Division in Nairobi.

The Global Solutions Division (GSD) is responsible for providing programmatic direction for

UN-Habitat and is responsible and accountable for the programmatic delivery of the Strategic Plan. The Division leads the tools and methodology production and the integration of the various substantive competencies towards effective delivery of the Strategic Plan and the mandate of UN-Habitat. It provides substantive training to staff members and supports capacity development of Member States and partners.

The Urban Practices Branch (UPB) is the tools and methodology production and skills center of the UN-Habitat, that develops normative guidance and cutting-edge tools through communities of urban practice. It provides technical and policy advice approaches and methodologies to MCOs/CO, government and partners and mainstreams them throughout the programmed portfolio. It also ensures that the cross-cutting area of safety and the social inclusion issues of human rights; gender; children, youth, and older persons; and disability are developed and mainstreamed across the Agency.

The Land, Housing and Shelter Section (LHSS) aims to develop, document, pilot/test and disseminate norms, standards, tools, methodologies, regulatory frameworks, operating procedures and practices at global, regional, national and sub-national levels in support of a) the equitable supply of serviced land at scale; b) efficient and effective land management systems; c) freedom from arbitrary or forced eviction and the protection of security of tenure for all; d) the progressive achievement of universal access to housing meeting the requirements for an adequate standard of living; e) participatory urban regeneration and slum upgrading.

The Programme Officer shall be under the direct supervision of the Programme Management Officer, under the overall guidance of the Section Chief, Land Housing and Shelter Section (LHSS).

Within delegated authority, the incumbent will be responsible for the following duties:

Responsibilities

Participates in the development, implementation and evaluation of assigned programmes/projects, etc. related to land tenure and land information; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.

Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.

Researches, analyzes and presents land-related information gathered from diverse sources.

Assists in land policy development, including the review and analysis of land tenure and land information issues and trends, preparation of evaluations or other research activities and studies.

Undertakes land-related survey and participatory enumeration initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. c3Yxv7h CWdH0a

Prepares various written outputs related to land tenure and land information, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.

Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

Undertakes land-related outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.

Provides technical support in the development and application of appropriate land information systems and tools for the purpose of tenure security, slum upgrading, housing and urban planning in collaboration with other UN-Habitat offices and key partners.

Undertakes the design, development, updating, upgrading, review and testing of the Social Tenure Domain Model (STDM) and related land information tools towards securing land and property rights for all and contributing to achieving the objectives of the New Urban Agenda and Sustainable Development Goals (SDGs).

Participates in or lead field missions, including provision of guidance to external consultants, government officials, implementing partners and other parties and drafting mission summaries, etc.

Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

Performs other duties as required.

TECHNOLOGICAL AWARENESS: Keeps abreast of available technology; understands applicability and limitation of technology to the work of the office; actively seeks to apply technology to appropriate tasks; shows willingness to learn new technology.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, land management, geomatics, computer science/information technology, GIS and database programming or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in project or programme management related to land tenure and land information or related area is required.

Experience in Land Information Systems, digital mapping and community-based mapping and enumeration methods is required.

Field experience in the broad field of land, housing and shelter, including on informal settlements is required.

Experience conducting training on geographic-related subjects such as GIS, GPS, mapping and image processing is required.

Experience in the use and application of FOSS (free and open-source software) and other low-cost geo-spatial technologies and tools on land-related projects is desirable.

Experience in land-related research is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Kiswahili is required. Knowledge of another official United Nations language is an advantage.

NOTE: “Fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “Knowledge of” equals a rating of “confident” in two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

This is a project funded post. The initial appointment is for a period of one year. Extension of appointment is subject to satisfactory performance and availability of funds.

National Professional Officer category shall be of the nationality of the country where this position is located and will be recruited in the country or within commuting distance of the office.
