Job Summary: The Project Manager will be responsible for overseeing and coordinating all aspects of the project aimed at enhancing the employability of youth and creating opportunities for sustainable employment. She/He will play a vital role in the successful implementation and completion of the project, ensuring that objectives are met within the defined timeline and budget. The Manager will also be responsible for coordination and representation with stakeholders, ensure compliance to DCA and donor guidelines, effective team management through supportive supervision and technical support. Ensure targeted results are achieved according to the recommended quality standard as laid down in the project cooperation agreement signed between DCA and the lead agency.
Position Responsibilities and Duties:
Develop comprehensive project operational plans, including timelines, objectives, and deliverables, in collaboration with key stakeholders and consortium partners.
Implement and oversee the day-to-day operations of youth skilling programs, ensuring adherence to project plans and timelines.
Ensure all project activities are implemented in accordance with donor requirements, and in line with quality and accountability standards.
Collaborate with internal and external stakeholders, including local government, consortium partner agencies, UNHCR, OPM, educational/training institutions, financial service providers, community organizations, and employers, to establish partnerships and secure support for the project.
Liaise with local businesses, employers, and industries to create job placement opportunities, internships, and apprenticeships for trained youth.
Identify new partnership opportunities with organizations aligned with the project’s goals and objectives.
Represent DCA in relevant district/settlement level working groups, inter-agency coordination meetings, UNHCR/OPM task force meetings etc.
Work with subject matter experts to design and develop skilling curriculum and training materials tailored to the needs of young individuals and market demand.
Develop strategies and procedures for beneficiary selection recruitment, screening, and selection, ensuring inclusivity and diversity.
Coordinate and facilitate training sessions, workshops, and other learning activities, providing guidance and mentorship to participants.
Develop and implement robust monitoring and evaluation frameworks to assess the effectiveness and impact of the skilling programs.
Prepare regular progress reports, including key metrics, milestones, challenges, and recommendations, for management, donors, and other relevant stakeholders.
Maintain proper documentation of project related documents (plans, reports, minutes, monitoring, and evaluation reports etc.), for continuous learning & improvement.
Monitor project budgets, ensuring effective utilization of resources and compliance with DCA and donor financial guidelines.
Provide exemplary leadership, encourage, support, coach, and mentor the project team, and Promote team spirit, peaceful and harassment free working environment.
Supervise and provide guidance to project staff and volunteers, fostering a collaborative and productive work environment.
Participated in the design of new project proposals and concept notes; and ensure mainstreaming of DCA cross-cutting commitment in the project cycle.
Qualifications, Experience and Skills:
Bachelor’s degree in a relevant field (e.g., Business management, economics, development studies, or related social sciences). A master’s degree is preferred.
Minimum of 7 years of experience in project management, preferably in youth development or skilling initiatives.
Strong understanding of youth development principles, skills training methodologies, and employment trends. Familiarity with Ugandan government policies and regulations related to youth skilling.
Proven ability to plan, execute, and evaluate complex projects, including budget management and resource allocation.
Excellent verbal and written communication skills, with the ability to effectively engage and collaborate with diverse stakeholders.
Strong analytical and problem-solving skills, with the ability to identify challenges and develop creative solutions.
Familiarity with work in refugee settlements, and refugee host-communities is an added
advantage.
