Organisational Setting and Reporting
This position is located in Life Support Services Section (LSSS) within the United Nations Support Office in Somalia (UNSOS) based in Mogadishu. The Rations Officer will report directly to the Chief, Life Support Services Section.
Responsibilities
Within delegated authority, the Rations officer will be responsible for the following duties: .
Plans, executes, and manages rations operations in missions to ensure that the performance of the rations contract in the delivery of services meets/ exceeds clients’ expectations and contractual requirements;
Monitors contractor’s performance especially in terms of food safety, quality, and timely delivery of food and costs;
Conducts continual risk assessment for disruption of supply chain with the contractor and military / civilian counterparts and institute mitigating measures to ensure a continued supply of rations limiting exposure to the mission; Train and manage mission ration staff in the coordination and implementation of food safety, and food quality programs;
Develops and updates Standard Operating Procedures (SOPs) to ensure that the rations administration complies with existing rations guidelines and contract provisions;
Monitors and analyzes rations contract performance to ensure compliance with contract terms, schedules and cost objectives;
Liaises with the Contract Management Section/Unit in Mission as necessary, in the resolution of contractual disputes and amendments in the course of contract oversight;
Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained to ensure proper accountability and audit trail;
Supports and implements, as required, the establishment of a Rations Management System for Field Missions;
Supervises personnel within the Unit;
Manages overall Rations unit input into the acquisition process, e.g., budget formulation, acquisition planning, development of scope of work, specifications, requisitions, participation in technical evaluations, submissions to Local Committee Contracts (LCC).
Ensures that rations requisitions are properly prepared and reviewed such that they are issued/replenished in a timely and coordinated manner to ensure reliable flow of rations for the mission
Ensures that routine Quality Control (QC) and Quality Assurance (QA) of items and equipment are in place to validate the contractual terms and conditions.
Analyzes audit and performance reports on mission activities and provides remedial action programmes where required.
Contributes in Results Based Budgeting (RBB) in regards to rations supply and detailed budget submissions, incorporating all requirements of the various supply clients, ensuring that funds proposed are adequate to meet support services and supply needs.
Develops Rations Unit’s business plans and monitors the implementation of work plans.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, Supply Chain Management, public administration, law, engineering or related field. A relevant combination of professional certification, and extensive experience in project/contract management, and management or related areas may be accepted in lieu of the advanced degree. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven (7) years of progressively responsible experience in food rations operations, supply services, administration, logistics, or a closely related area including at least two years of supervisory experience is required. Experience in the procurement/administration/management of large-scale goods and/or services contracts is required. Experience in managing support services in a field operation of the United Nations Common System or a comparable international organization is desirable. Experience in SAP or similar ERP software in managing food and or rations requisitions and inventory is desirable. Experience in food safety, HACCP principles and/or ISO-22000 is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required.
