Context
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC provides vital care and life-changing assistance to refugees forced to flee war or disaster. At work today in more than 40 countries and 22 cities across the United States, the IRC restores safety, dignity and hope to millions of uprooted people struggling to survive.
The IRC Cameroon is currently intervening in the Far North Region since 2016 and the so-called Anglophone Regions (Northwest and Southwest) since 2018 and 2020 respectively. In the Far North, IRC is supporting population affected by violence linked to organized armed groups operating in the area. Assistance to displaced populations extends from delivering lifesaving programming to increase access to water and improving hygiene practices in vulnerable displaced and host communities, cash programming to enable poor families to meet basic needs and improve food security, and protection programming, including meeting specific needs of women and girls as well as education programming education programs to increase access to schooling. Moreover, IRC intervenes in the Southwest and Northwest Regions delivering lifesaving humanitarian assistance to internally displaced populations because of the existing fight between separatist groups and central government. The IRC’s field offices are located in Maroua and Kousseri in the Far North, Buea in the South-West, Bamenda in the North-West and a representation office in Yaoundé. Apart from Yaoundé, IRC main intervention areas are in Security Level 4 (out of and therefore considered as high-risk locations in terms of security and access. During the last two years, IRC Cameroon has been reinforcing its Security and Access team recruiting new staff fully dedicated to access and security in each base of intervention. Finally, in March 2022 a new security coordinator was recruited.
As part of its transition from the West African region to the Central African region and considering the increasing complexity of insecurity in the Far North region, the IRC has decided to reinforce its security staff capacity by recruiting a Security and Access manager in the field base of Maroua to support programs in the Far North region.
Position Summary
The IRC is seeking a Security Manager (SM) for its Far North Program, based in Maroua with very frequent travels to IRC operational locations. Under the supervision of the Field Coordinator (FC), the Security Manager will analyze context trends, advise, update, implement the IRC’s Security Management Plan and manage a team of non-dedicated security focal persons in the field. The Security manager will ensure program compliance with IRC global safety and security, and in line with humanitarian principles, humanitarian needs, and IRC’s strategic action plan for Cameroon. The Security Manager will conduct onsite trainings for staff, facilitate the development and implementation of appropriate plans, standard operating procedures, and contingency plans. S/he will provide safety advice to all levels of IRC staff in the field office including context updates, advisories, and incident management.
Travel Requirements: Mayo-Tsanaga, Mayo-Sava, and other areas where there are similar needs, about 40% of the time.

RESPONSIBILITIES
Support Program Implementation
Support the Safety Security Coordinator as well program teams in the design of operational and engagement strategies.
Develop ongoing relationships with external stakeholders.
Work to ensure that IRC, its mission, and work in the areas of operations is known and accepted.
Provide technical input and advice in assessments to consider new IRC programs in new geographic areas.
In cooperation with non-dedicated security focal points provide technical support and insure coordination and information sharing
Participate in local management meetings and advise the group on safety issues.
Participate in internal project meetings, including Grant Opening Meetings (POM), Project Review Meetings (PRM) and Project Closing Meetings (PCM).
Context Monitoring and Analysis
Contribute to the strategic discussions with the Field Management team by providing continuous analysis of the safety, economic and political context in the region and country.
Identify the contextual trends that could potentially affect IRC operations in the region.
Produce analysis of the likely scenarios in IRC areas of presence and advise the region team on how to adapt programs and operations accordingly.
Compile and submit daily and monthly safety reports as per IRC standard processes.
Operational Management
Support IRC teams in the identification and management of the various contextual risks inherent to their work.
Ensure that IRC safety protocols, procedures and plans are followed by all IRC staff members.
Ensure that each incident is managed and reported in line with IRC procedures and ensure that the persons affected are supported in a sensible and respectful manner, including when confidentiality is required.
Provide an analysis of the most significant incidents and provide recommendations to limit the likelihood and impact of future similar incidents;
Advise operations teams on the best possible solutions for use of equipment to facilitate communication between staff, including here proposing safe alternative means of communication and equipment.
Training, Briefings and Orientations
Organize and facilitate regular trainings for IRC staff on security management (level 3 and
and humanitarian access for Non dedicated security Focal points.
In coordination with HR, coordinate the online training initiative for all staff members
Ensure that each visitor and new staff member receives appropriate briefing and/or orientation on arrival.
Planning and Documentation
In coordination with the Field Management Team (FMT), pilot the design, the update and the dissemination of all safety and security policies, procedures, plans and assessments within the Field program, including:
The implementation and regular update of the Security Risk Assessments (SRA);
The design and regular update of the Security Management Plans (SMPs), which include Standard Operating Procedures (SOPs) and Contingency Plans.
The evaluation, review and update of hibernation and evacuation plans for all IRC offices and Guesthouse within the Field.
The design and regular update of briefing materials for visitors and new staff members.
Culture & ethics
Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
Lead with commitment, integrity, and accountability the “IRC Way” – Global Standards for Professional Conduct – and ensure adherence.
