Task Description: 1. Guiding PIA through the process of developing a gender mainstreaming strategy and action plan for itself and for the insurance industry. The action plan should incorporate various elements, including but not limited to the following:
An indication of the resources required and any capacity gaps that PIA and other stakeholders would need to address for the successful implementation of the proposed plan.
An indication of priority insurance sub-sectors in which PIA should focus its gender mainstreaming interventions for greater impact.
An indication of any information gaps to be addressed to facilitate successful strategy development.
The plan should refer to the recommendations of the 2020 PIA Gender Audit, which will be shared with the Consultant.
It should consider emerging best practice in gender mainstreaming to promote inclusive insurance development.
It should indicate the stakeholders required for the successful implementation of the plan and their roles, as well as intermediate targets and timelines leading up to full adoption.
Recommended outputs and outcomes for tracking by PIA to monitor success in the implementation of the action plan.
- Supporting PIA in engaging the insurance industry to communicate and refine the proposed action plan where appropriate. Following this process, the Consultant should report on identified barriers to the implementation of the action plan to allow other stakeholders (e.g. development partners) to weigh in with possible solutions or interventions.
- Supporting PIA in developing and communicating its vision for a more inclusive insurance market through gender mainstreaming.
- Supporting PIA in systematically communicating the business case for gender mainstreaming to insurance industry players, and in raising awareness on the need for more gender-sensitive insurance product development in Zambia. This may include support in the development of appropriate knowledge products such as reports or illustrative presentations drawing on relevant case studies and research. It may also involve advising PIA on appropriate communication and dissemination strategies to raise awareness.
- Recommending external/global events or platforms in which PIA could engage to stay abreast on new developments in gender mainstreaming for inclusive insurance.
