Background

This position is funded by the various organizations of the Security Management Team, administered by UNDP but under the operational supervision of UNDSS. The renewal of this position will be subject to the availability of funds from the various organizations of the management and security team.

Under the administrative supervision of the UNDSS Cameroon Security Advisor and the technical supervision of the UNDSS CISMU Regional Stress Advisor, the National Stress Advisor will implement a wide range of stress management activities, applying the UNDSS CISMU Strategic Framework on Critical Incident Stress Prevention in Cameroon.

The impact of the Stress Counselor function concerns all the Agencies of the United Nations System and will consist of having an operational radio room within the limits set by the Security Management Team (SMT); quality support for field missions and Agencies with sub-offices in the Regions.

The key role of the National Stress Advisor is to establish a sustainable stress management system in UN offices operating in Cameroon and to strengthen stress management preparedness in the event of a critical system incident. security management system, through a comprehensive stress management plan focusing on likely emergencies.

Duties and Responsibilities

<1. Develop and implement a stress management plan applicable to all UN agencies in the country. – Strengthen the capacity of the UN Country Team to respond to all types of stress, in an effective and timely manner, through a sustainable stress management system; – Strengthen the capacities of United Nations personnel to enable them to better cope with all types of stress, including stress related to critical incidents; – Strengthen the resilience of UN staff members (A consequence of the first 2 objectives).

  1. Conduct individual or group counseling and critical incident counseling sessions. Plan and facilitate preventative stress management training on various types of stress addressed to UN staff in the country and periodically distribute useful reading resources on stress. – Identify and contact personnel involved in any critical incident reported on the DSS CISMU website or through the DSS radio room and other AFPs. – Organize formal or informal, group and/or individual sessions (face to face, tele-advice, emails); – Provide a briefing on stress and critical stress during induction training organized by DSS for newcomers (Induction sessions). – Organize awareness sessions and training on stress and stress related to critical incidents, on stress management tools, on stress-related issues (80% of activities). – Organize with the Human Resources Focal Points joint information sessions on rights, leave, etc. – Prepare and regularly distribute psycho-educational material (electronic brochure).- Provide emergency psychological assistance to any staff or dependent involved in a critical incident (face to face, tele counseling) – Collaborate effectively with the Safety Focal Points to reach all staff involved in the critical incident. 3. Promote welfare activities for UN staff in the country in conjunction with the existing staff association and agree to visit and travel regularly to UN offices/sub-offices in the country in order to implement preventive stress management training activities and offer technical consultations when needed. – Make visible the role and function of the staff association in terms of well-being. – Work in close collaboration with the staff association for the implementation of well-being activities. – Visit United Nations offices and sub-offices in the field at least once a quarter – Provide individual and/or collective psychosocial support adapted to the needs of staff – Help set up intervention units in the event of stress following a critical incident (CISIC – Write the training proposal for Peer Supporters and Family Focal Points- Have the training approved by the administrative supervisor, the AFPs Representatives and the SMT – Implement the training – Coordinate and monitor all relevant activities related to peer helpers 4. Liaise with experts and local institutions in the country for reference purposes. Collaborate with UN officials, doctors and local physicians on issues of psychosocial well-being with the aim of creating a network of professionals ready to support and intervene when needed. Advise UNS Decision Makers/Representatives and Managers in Cameroon on staff level stress mitigation strategies and activities – Update the list of mental health professionals in the country – Update the list of mental health institutions mental health in the country – Make referral and counter-referral effective for efficient follow-up of affected staff using consensus referral forms – Organize and hold joint information sessions focused on staff concerns – Develop and share with United Nations doctors and local doctors of the consensual referral forms available and used – Meet, at least twice a year (once a quarter), the SMT and share with him the stress factors identified within the personnel (Abuse of authority, harassment, etc.).- Advise the SMT and all UN officials regarding the psychosocial needs of UN staff 5. Conduct ongoing assessments and monitor stressors of UN staff to include activities such as collecting data, analysis and related documentation. Provide monthly reports to the Security Advisor, with a copy to the Regional UN DSS CISMS Advisor for all psychosocial support services and counseling provided – Develop, in collaboration with Regional DSS/CISMU Advisors and AFPS Staff Advisors , tools for evaluation, collection and analysis of data related to stress factors and psychosocial risks, well-being and mental health of staff – Strengthen its capacities in this area by participating in the regional meetings organized by the regional DSS/CISMU and the UN Annual meeting for UN SC

Required Skills and Experience

Education:

MD with specialization in Psychiatry is required Or Masters in Clinical Psychology – Certification (country-specific or international or equivalent) authorizing the holder to provide mental health services as a clinical psychologist or psychiatrist is required.

Experience: – At least two years of progressively responsible professional experience in the fields of clinical psychology, counseling psychology and psychiatry. The qualifying years of experience are calculated after obtaining the Master in Clinical Psychology or the Specialization in Psychiatry. – Experience in crisis management or emergency response is required in the field of psychology. – Experience in psychological assessment; administration, collection and interpretation of stress, mental health and wellness tests and data is an asset. – Good experience in alcohol or substance abuse, stress management, critical incident stress, harassment and employee grievance handling would be an asset. – Experience in creating inclusive work environments is an asset. – Experience in cross-cultural service delivery, adult pedagogy, therapeutic education, psychosocial programming or mental health policy development would be an asset; – Experience in providing stress counseling within the United Nations system or any other international organization is desirable. – A perfect mastery of Word, Excel and Power point software – Fluency in French is mandatory, a good knowledge of English will be considered an asset>
