Background

With its headquarters in Colorado and offices around the world, OEF operates as a portfolio of peace-building programs, each with its own director, strategy, and budget. What holds them together is a common purpose: to provide an impartial platform for diverse stakeholders to form adaptive problem-solving networks for peace.
At the foundation level, OEF very much operates like a private sector organization with an emphasis on efficiency, growth and making tangible impacts within the conflict contexts in which it works. OEF provides the financial, strategic, and operational support needed to iteratively develop solutions to complex problems that could not have been designed in advance.
United States Agency for International Development’s Mission in Somalia (USAID/Somalia) is establishing a five-year, $40 million People Centered Governance Activity (PCGA) to promote more effective and legitimate local governance that offers a credible alternative to Violent Extremist Organization (VEO) rule in southern Somalia. OEF is seeking a Deputy Chief of Party (DCOP) for an anticipated USAID-funded PCGA in Somalia. The position may be based in Somali or Kenya.
Position Summary
The Deputy Chief of Party (DCOP) will work in tandem with the Chief of Party (COP), to provide technical and administrative leadership in the implementation of project activities, to provide quality control for the program’s technical outputs, and to support the COP in representing the program. She/he will provide technical leadership for PCGA and fulfill the responsibilities of the Chief of Party in his/her absence. The DCOP will contribute to the timely submission of all required deliverables and reports and dedicate his/her efforts to ensuring that the project is implemented according to the technical stipulations in this statement of work and in conformity with the agreed-upon, finalized work plan. The DCOP must demonstrate broad knowledge of key government, civil society, private sector, faith-based, and media actors who are potential allies or spoilers for PCGA goals, and understand the dynamics and relationships among them as well as the political economy issues affecting these areas. S/he must be a public sector governance expert with experience in Somalia or similar contexts. S/he must have significant experience in managing and implementing donor-supported development projects of similar size and complexity. The DCOP must have the ability to communicate effectively on the technical aspects of implementation with a wide variety of stakeholders. S/he must have a proven track record in working effectively with other projects, high-level host country counterparts, and other international partners.
Job Responsibilities
Supervise the technical teams and cooperate closely with the Chief of Party (COP) on all program and technical matters.
Ensure deliverables and achievements are completed in a timely manner and in full support and compliance with OEF and USAID requirements
Coordinate developing and implementing the project’s technical strategies, adapting global and regional technical resources and tools as needed for the Somalia context.
Liaise with and facilitate work planning and regular program and technical meetings for all consortium partners
Identify technical assistance needs and training resources among project staff, partners, government counterparts, and beneficiaries and coordinate technical assistance provision
Promote sustainability of project activities with effective networking, coordination, and linkages to other programs, partners and counterparts, capacity building of project staff, and institutional strengthening of implementing partners and community-based organizations
Represent the project in external stakeholder meetings, conferences, and coordination platforms
Serve as the primary program representative in the absence/temporary leave of the COP .
Qualifications and Experience
Master’s degrees or higher in economics, social sciences, international development, management, policy, public administration, political science, law, international relations, or a related discipline. Or Bachelors degree in related field and 10 years equivalent experience accepted in lieu of Masters.
Minimum 8 years of experience managing programs of a similar focus and complexity, on topics such as community building, decentralization, conflict mitigation, local governance, public engagement, and/or institutional capacity-building programs;
Proven ability to work effectively with USAID mission staff, host country counterparts, and international donors; with strong emphasis placed on experience developing and maintaining working relationships across a multi-stakeholder environment;
Solid understanding of USAID rules and regulations governing project compliance, procurement, and financial management preferred;
Experience working in Somalia and/or the Eastern Africa region preferred;
English proficiency is required. Knowledge of Somali language is desired;
