The Security Officer reporting to the Senior Field Security Officer (SFSO) will support the management of WFP’s security operations to enable the effective delivery of programmes that meet food assistance needs and maintain the security and safety of WFP personnel, activities and facilities in Somalia.

WHAT WILL YOU DO?

The successful candidate will:

  • Provide technical advice and support to strengthen the capacity for security risk management and, crisis readiness and preparedness, contributing to the development of country strategy, policies and planning.
  • Provide support to the SFSO in the implementation and oversight of security policies and procedures on security risk management.
  • Develop, monitor and maintain physical security standards for WFP Premises and ensure compliance.
  • Keep up to date and advise on local security developments and their potential impact on WFP operations.
  • Conduct regular security and risk assessment missions in areas where WFP staff members and cooperating partners are operating or where access is required.
  • Support WFP field activities and missions, providing technical analysis and information in conflict affected areas of operations.
  • Coordinate with security forces to ensure proper security arrangements for Programme activities.
  • Collaborate with the UN Humanitarian Air Services (UNHAS) Aviation Security Officer in evaluating and organizing security measures for air operations.
  • Coordinate with UNDSS in the facilitation of security clearance requests and staff headcounts.
  • Monitor and maintain an effective security management communications system that enables rapid and coordinated security activities.
  • Work in close collaboration and build productive relationships with internal and external counterparts to optimize the best protection for WFP employees, facilities and align activities with wider security programmes.
  • Represent WFP at local and inter-agency meetings when required.
  • Deliver safety and security trainings and emergency drills for staff.
  • Ensure timely response and reporting of all significant incidents involving WFP staff and cooperating partners.
  • Guide and coach junior staff to ensure appropriate development and enable high performance.
  • Maintain an up-to-date warden system, including updating list of staff and eligible family members.
  • Provide support to other Area Offices, as directed by the SFSO.
  • Perform other related duties as assigned.

MINIMUM QUALIFICATIONS:

Education: Advanced University degree in Security Management, International Relations or Law Enforcement or First University degree with additional years of related work experience and/or training/courses. A diploma obtained from Military/Police Academy with qualifying relevant experience may be accepted in lieu of the First University degree.

Experience: Five years of continuous experience in security risk management with at least two years in the humanitarian sector. Experience in high-risk environments is preferred. Experience with the UN Security Risk Management System and knowledge of the Somalia context are distinct added advantage.

Language: Proficiency in oral and written communication in English is a must.

Knowledge & Skills:

  • Relevant military or police training, direct field experience in an international context such as UN system organization field operations, UN peacekeeping operations.
  • Proven knowledge of UN security management system.
  • Has contributed to the development of systems and tools for the monitoring and assessment of security situations in line with innovative methodologies and best practices
  • Experience in designing, delivering and evaluating security trainings.
  • Strong analytical and report writing skills.
  • Experience leading teams.

TERMS AND CONDITIONS:

Contract Duration: 11 months (initial)
