Project Overview and Role:

Palladium is implementing the FCDO funded Ghana Jobs for Economic Transformation (JET) Programme. The focus of the Ghana JET programme is to support the Ghanaian Government (by working with the Minitry of Trade and Industry) to implement specific initiatives that attract investment into strategic anchor industries and create new growth poles in the Ghanaian economy for significant job creation through integration into global supply chains and the development of local content suppliers. They include strategic anchor industries include: – Automotive Assembly and Components Manufacturing Industry – Pharmaceutical Industry – Garments and Textiles Industry

Role overview:

Palladium is seeking to recruit a consultant to define and formulate Ghana’s Pharmaceutical Manufacturing Policy and Incentive Framework. In addition, the consultant will support the Ministry of Trade and Industry (MoTI) in coordinating the implementation of key policy prescriptions in collaboration with relevant stakeholders under the programme.

Objectives and Activities:

A key strategic objective of this assignment is to ensure that implementation of the policy interventions position Ghana’s pharmaceutical sector to harness the benefits of the African Continental Free Trade Area (AfCFTA) Agreement and contribute meaningfully to Ghana’s COVID-19 economic revitalization and recovery.

Primary Duties and Responsibilities:

Specific Activities The scope of the Senior Technical Expert assignment includes: Technical Assessment Framework: – The Consultant will prepare and present to the Ghana JET programme and MoTI a technical assessment framework outlining key interventions, incentives and regulations required to enhance the competitiveness of Ghana’s first tier and second tier pharmaceutical companies, including analyzing measures successfully introduced by other countries and their applicability to the situation in Ghana. – The Consultant will facilitate engagements with the MoTI technical team and subsequently with selected stakeholders to define the policy thematic areas and select options and prescriptions. A key reference document will be the National Pharmaceutical Development Strategy. – The Consultant will draft the policy document including the incentive framework using the recommended standard of the Ministry for policy documents – highlighting among others the Policy Context, Policy Objective and Prescriptions for each thematic area. – Where necessary, the Consultant will facilitate focus group discussions with key private sector beneficiaries such as the Pharmaceutical Associations and companies, and the regulatory bodies such as the Food and Drugs Authority, Ghana Standards Authority, Ghana Revenue Authority, the Tax Policy Unit of the Ministry of Finance and the Ghana Investment Promotion Centre.

Deliverables:

– Develop a technical assessment framework which outlines key interventions, incentives and regulations required to enhance the competitiveness of Ghana’s first tier and second tier pharmaceutical companies. – Develop a Policy document which includes the incentive framework using the recommended standard of MoTI for policy documents – highlighting among others the Policy Context, Policy Objective and Prescriptions for each thematic area.

Level of effort: The duration of the contract will be for four (4) months from November 2021 – February 2022, and completion shall be subject to satisfactory performance.

Reporting: The Senior Technical Expert shall report to the Pharmaceutical Sector Lead on the Ghana JET programme and the Chief Director of MoTI. Primary medium of communication and reporting on progress of planned activities, including submission of report documents shall be via email.

Required Qualifications:

The Expert must have a proven track record of training and work experience (10 years minimum) as an executive in the international or domestic pharmaceutical industry. The expert should also demonstrate the following: – Proficiency in IT skills and IT based software. – Experience in working with multiple stakeholders. – Building and leading teams to deliver project outputs against tight deadlines. – A passion for achieving business and development outcomes in the African pharmaceutical sector. – Capacity to coordinate assignments with international fund management and technical experts as well as Government Ministries, Departments and Agencies and foreign and domestic firms.
